and what determines how do you get storyline mission? How many normal do you do does one usually pop up?

Storylines are specific to mission levels, so 16x L1 missions gets you a L1 storyline, but 10x L1 and 6x L2 won't get you one.
I believe they're also specific to Faction, so the 16 missions don't all have to be for the same agent, or even corporation, but they have to be for the same faction.

Thank you very much, but its also to specific to each agent? for example if I am doing 2 agents for the same lvl and same corp, does their combined 16 total lead to storyline mission or I have to do 16 mission for agent A and 16 mission for Agent B to get 2 storyline mission, or only 8 mission from agent A and 8 from agent B to get 1 storyline mission?

Only agent level will affect it, ie you can do 4 caldari, 4 minmatar, 4 gallente and last 4 ammarr all for different agents to get 1 storyline(the storyline will be for the faction you do the last mission for)

This is blatantly false. 16 missions of the same level per corp (or faction; I can't recall) will get you a storyline for that faction. Hopping factions does not work.

There is a different counter for each faction and each level of mission, so you can do 15 level 3, then 15 level 4 and you wouldn't get a storyline, but ass soon as you do the 16th 3rd level mission for the same faction you get a storyline.

No, it's for 16 missions only, doesn't matter if it's level 1, 2, 3, 4, or 5. The level of the Storyline mission will be the same level as the 16th mission.
I did 14 level 3 missions for Thukker Mix corp in a Battle Cruiser. I had decided to buy and fit up a Destroyer (never had one before) so I could link the fit up to new players in NPC corp chat. I then decided to test it out and did a level 1 mission for Brutor Tribe corp. I then tested it again in a level 2 mission from Brutor Tribe which was the 16th mission. The mail flashed with a message from a Brutor Tribe storyline agent and that mission was a level 2.
Needless to say after that I started keeping track.

It's 16 missions of the same level for the same faction
So any 16 level 1 missions for any corp, or agent, within a faction will get you a storyline.
It does not matter if you do any different level, or even faction, missions in between these 16, since there is a separate counter for each level and faction

I'm not sure where you all get your information. Maybe you can provide a link to a URL with a DEV blog or something that actually states the information, now that would be very helpful.
As for doing 15 lv 2 missions back in the past and forgetting about them, maybe but doubtful. I went back to Thukker Mix after that and had to do another 16 missions before I was offered a storyline mission again. Explain that.
I believe Thukker Tribe is Minmatar even though they have a Faction (Considered Pirate). While doing storyline missions for Thukker, I watched Minmatar and Thukker Faction standing raise while all the rest of the Factions took negative standing hits.
Bottom line is with all the changes/expansions/patches to the game mechanics, both known and unknown by us players, the only people that actually know for sure are the game Dev's.

I have been grinding standing with one corp, doing level 3 courier missions from only one agent. There also happens to be a storyline agent in the same station.
Immediately after completing the last storyline I jumped over 2 systems and ran one mission for a level 4 agent for the same corp, returned to the level 3 agent and ran a further 15 missions. At this point I stopped for an hour (since sometimes there can be quite a delay between receiving the mail informing you of the new storyline offer).
After that hour, still no storyline, so I ran the 16th level 3 mission and within a few minutes I got the mail for the storyline.
Since Thukker and Minmatar both list each other as liked factions derived standings gains would explain the raise you saw after doing Thukker storylines. Coincidentally Minmatar and Jove are the only factions that like Thukker

Unless it changed in a recent patch(which I doubt) DeMichael is talking out of his butt.
The different levels has worked on separate counters for as long as I remember. I have tested it myself.
As for different factions all counting toawds a shared pool for a storyline - that is something I have never personally checked.

Confirming it's 16 missions, period. Dunno where you all are getting your information, or if it's been modified, but I bounce between navy, sisters, and production corp missions on a daily basis and i've been getting storylines @ 16 since I started keeping track. They are also diffirent levels of mission (4, 2, and 2 respectively).

So you can't blitz 15 level 1 missions for Minmatar and then do a single level 4 mission to get a level 4 Minmatar storyline. If that were possible then that's what anyone who just wants to gain faction standing would do.
From my own experience I can tell you I've got back to back storyline missions, from the same faction, but of different levels, many many times. I've turned in a level 2 mission, got a level 2 storyline, then turned in a level 3 mission and got a level 3 storyline from the same faciton. I've also gotten back to back storyline missions from different factions, but of the same level. This wouldn't be possible if there wasn't a counter for each combination of faction and level of mission. Minmatar and Thukker tribe count as seperate factions.
This has been my experience both before and after the recent expansion.

I found talking to 6 or so agents and only running the missions that were easy to blitz gave quite a few storylines. the recon chain is awesome!
(funny thing all 4 went and expired, ah well 3 were stupid 40k haul, and the other was a combat kinda sad I missed out on that one, ah well)

It is 16 missions all of the same level and same faction.
In several occasion i had a level 3 storyline after completing a level 3 mission and another storyline, level 4 after doing another 1-2 level 4 mission.
The system keep track of the different missions separately.

Run courier missions. You can often setup a situation where you're running 3 or more of them at a time, even picking another one up along your route. It takes a small amount of logistical work to establish an area to work in, but you'll get storyline missions left and right in this fashion.

Doesn't really say a lot.
As for the level counter, I had decided to blitz some level 1 missions for Brutor Tribe and keep track of the amount so that when I got to 15, I would then jump on a lv 2 mission and see if that would trigger a storyline. I already know I did one level 2 mission last time and got a storyline offer so that counter should be at 0. If it is based on agent level along with mission count from the same Corporation/Faction, I would have to do another 15 level 2 missions to get a storyline offer.
Only problem is that after I had completed 10 level 1 missions, I received a storyline mission offer. I checked 'Show Transactions' on Brutor Tribe Corp standing and it only shows the 10 level 1 missions along with 3 cosmos missions I had completed a few days ago which were level 3.
Was this due to another forgotten left over amount of missions I had done in the past? I don't know but I'm definitely going to spend the next couple of days checking it.

I was doing this a couple of weeks ago with 1 lvl1, 2 lvl2, and 2 lvl3 agents. At one point I got 3 storyline missions (one from each level) within an hour.

Yah, I have this happen with level 2, 3 and 4 courier missions. If you pick a good area it's not hard to load up on 8 or so courier missions, have the auto-pilot calculate the best route and then go deliver them all. Part of the trick is that after the latest expansion you want to find a constelation with few neighbours so more of your destinations overlap. Also since every courier mission is now a take-this-away mission, picking up new courier missions on the way is a lot more practical.
About the only draw back with this is that you don't have much control over which corporation ends up giving you the storyline misisons. It's not that effective if you're trying to raise your standings with a particular corp, rather than faction standings.
