ok, got home late from work, grabbed some of the planet skill books and headed out into the 0.5 system i'm based in... roamed around all nine planets to be told they are unavailable...?
so what am i doing wrong... other than getting up and going to work every day?

What part are you having trouble with?
Putting a command center on a planet? You need to have the command center in your cargo hold, and these take up 400 mtrs of space. Pick a command center you have skills trained for.
Scanning a planet? You need remote sensing or something to scan remotely. I think you can scan the planet your physically at without it, but much easier with it. Also worth noting is the scanning is a bit less than user friendly when starting. The default scan is min->max and if you select the material to scan for you get a blank scan. Thats the unfriendly part. If you click-drag the max of the scan down a huge margin (eg towards the level of the white bar of the material your scanning for) you start to show scan results. If you dont do this you could like many players think the planets colours have something to do with scan when its just a pretty picture.
also something to watch. Materials on-planet dont show up easily when they dont have routes organised. This means you have to click several times for every item you build to check routes. Some indicator that of a failed delivery route could be nice as without a delivery route, no action.

In some systems the planets are locked. Trade Hubs with high population are mostly affected.
