Does anyone know for sure which of hi or low sec space planet minning can take place in

ALL planets, EVERYWHERE. But the amounts extractable per cycle go up drastically the lower the truesec the planet's in is.
This basically means that while you can "planet mine" in a 1.0 system, it probably will pay less than running L1 missions for the same amount of effort you put in... ...and you HAVE to continually put in some amount of effort, if only by restarting the extractors at the end of their cycle and hauling the goods around (not to speak of the initial investment).

Why would they do that when they can just link the PI part of the game through to a different server cluster\node meaning that it'd have little\no performance effect on Jita? --
Nothing is worthless, you may have gotten it for free but it still has an inherent value

They've already said that certain planets (mainly storyline ones) and Jita 4 will be off-limits.

The 10 shattered planets will be off-limits also.
IMO, Europa should be off-limits as well, especially since the tagline for Tyrannis is "All these worlds are yours."

this guy tells the truth in addition 0.5 and 0.4 planets dont varry much 0.1 are marginal better
0.0 and wh space plants are better by a considerable ammount
