Hai,
I haven't given this subject much thought (go on, quote that one of you), but it occurs to me that the only frigates you 'need' to dispose of are the ones which get close enough to scramble. So we're talking about 0-25km (is that right), and variables include transversal velocity as well as signature radius.
Light missiles: 100% tracking - but can be speed tanked by interceptors
Rockets: 100% tracking - made for hitting fast moving stuff at close range (but broken DPS [what if you made up for this by having nothing but launchers <lol>]).
Autocannons: Good tracking, longer range than blasters, blam blam pow etc...
Blasters: Close range weapon, on a Rokh they can be made to hit out quite far, potentially highest DPS (would they ever hit an interceptor though)?
Artillery: Not really feasible at the range we're talking about (please correct me).
Rails: Good for hitting that harpy sniping you from 120km but why bother with him at all?
Drones: Hammerheads and warriors (tech II) seem pretty damn useful. I seem to have trouble bringing down tanked AFs with then though.

Heavy Neut + Drones is all you need against frigs if you're in a BS.
For smaller hulls, neuts, drones and missiles are all top choices, with the ship hull you're flying determining which you use. Putting the 'irate' into 'Pirate' |

just from PVE i know that standard missile and drones sounds about right, but you should consider assault missile launcher and valkyries. no tackle frig will be far enought for you to hit them more that once, at least no smart player would let that happen.
rockets suck at damage in anything faster that a BS. i sure hope you didnt considered equipping them.
large and medium blaster has no tracking for frigs and AC is doing just a little better, even more so if you consider titanium sabot or depleted uranium.
artillery and rails have a severe lack of tracking, but you can alpha a frig real easy. the slow reload time can kill you if you have more that one frig at you.

Heavy Neut + a wave of Warrior II's usually is all you need on a Battleship class ship to dispose of or chase away a frig or most anything besides another BS.
The problem is all the EFT warriors out there who build their ships for top DPS try to squeeze that last gun/missile in the 7th or 8th slot. Then they come crying when a ceptor scrams them and holds them till more ships come to finish them off.
I've lived in 0.0 for 2 years, and every non-fleet fit BS I use be it for roams/camps or ratting has a Heavy Neut just for that frig pilot who dares come within 30k of me. We got a Raven pilot who sits in belts with 2 neuts/scram just to kill ceptors for giggles.
