Inflation.
Less Minerals means higher cost for production. Means higher prices for ships.
This means ISK has less buying power and more ISK for miners and manufacturers.
When the stock pile of minerals runs out. Prices will skyrocket.

There is a slight nerf to minerals from missions & drone regions and a slight buff to minerals from lowsec mining. This will swing the balance of ISK slightly to miners from mission runners, but has no overall effect on the ISK in the game.
PI will produce goods originally bought from NPC corps by vets. That will keep some ISK in the economy that will be mostly going to relatively new players. This could fuel a little some inflation of T1 & lower meta modules.
Less ISK will be paid out by insurance.
T3 is getting a minor buff, which should reduce costs slightly.
There is no reason to suggest significant inflation or deflation overall.
