You are both right. Kephaels answer was the max you can get while NoNah's answer was the one you get without DCUs. You dont wanna fit them, honestly.

Does the DCU add "one per level" of some skill, or one drone per DCU?

Drone control units add 1 drone per module fitted. Carriers have 5 high slots so you can get up to 5 additional drones with them. The carriers also get +1 drone per carrier skill level, hence an unfit carrier with lvl5 skills gets 10 drones and with 5 DCU's it gets 15. The advanced drone interfacing skill allows you to fit 1 DCU per level, so at lvl3 you can fit 3 of them and at 5 you can fit 5.
I've never seen anyone fit 5 of them and I would question the wisdom of doing so. 2-3 is reasonable for gank and pve carriers however. Super carriers can have 20 without mods or 25 with 5 DCU's. Dreads and titans have the standard 5 drone restriction.
With all that said, carriers have a huge drone bay. My archon currently has 245 drones in it and I'm actually missing a few types like repair bots. That 245 is basically 2 waves of every type I carry except fighters, which I have 1 wave plus a few spares.

It does not make sense to me to be able to store so many drones, yet use so few of them relatively to the storage.

Not sure what you're referring to. A thanatos can carry 20 fighters. Compare this to say.. a vexor. The thanatos can in theory, as mentioned above use 15 fighters at once, meaning it gets 5 in spare - or 25%. A vexor can in theory launch 3 heavy drones, while carrying 4 - meaning it also keeps 25% of it's bandwidth as spares. For the other three it's even less.
For supercarriers there's a bit more, then again it sort of wants to carry both fighters and fighterbombers, so for a nyx this means 25 fighters(no spares), 25 fighter bombers(no spares) and you're full.
All that said most carrier pilots sacrifice a fighters worth of drone bay to stock up on smaller drones, even if that sort of resembles bringing an instantly onlinable assault missile launcher on a raven. Parrots, commence!

Op might be asking how many can they field themselves at once. I remember an old dev blog talking about how carriers could only control the max 5 at once, but could assign up to their drone max.
This true at all? I cant fly a carrier yet to test and the show info says nothing about it Touch not the Cat bot a Glove |

They are more bound to the advanced drone interfacing skill which allows the usage of 1 DCU per skilllevel.

The realistical max of a Nyx is 20 Fighters, 10 on a carrier. A nyx has better things to fit then 5 DCUs (Smartbombs, Neuts, RRs) and so are carriers. In no way should you ever fit a DCU, they just make no sense to fit over the other modules.

The way this happens is that: Fighters need 5000 m3 of drone space , so most carrier drone bays are built to hold 16 or more fighters . If you leave one out , you have this extra 5000 m3 of drone space available. So pilots put in reppers , lights, webbers, sentries, etc. etc.
Would I like to launch 200+ drones ? HAIL YEAH !!!
