I'm looking for a little advice, search has not answered my questions. I am putting together a Helios for scanning in lowsec while trying not to get tagged and killed (too often.  )
Here's what I have so far, pretty standard.
High
Expanded Probe Launcher I
Covert Ops Cloaking Device II
Mid
1MN Afterburner II
Codebreaker I
Analyzer I
--
--
Low
Nanofiber Internal Structure II
--
--
Rigs
Small Gravity Capacitor Upgrade II
Small Gravity Capacitor Upgrade II
I have two open mids and two open lows left, those are my question areas.
On the lows - since I am not going to be targeting anyone, would a pair of warp core stabilizers be good here? Just one, since the odds are much higher that I'd get disrupted than scrambled? I'm looking for the quick escape for when I make a mistake. Otherwise, I assume another two NISIIs would be the best choice, or an overdrive injector? Any other recommendations?
For the mid slots, maybe an ecm burst? I'm not sure that an armor repper would be worth fitting, I'd expect things to be over quickly enough that it wouldn't have time to help much. What else would you all recommend?

First, it's pointless to fit T2 rigs since you don't have enough calibration to fit them, you can't even fit one T1 + a T2.
Just go with 2x T1.
Secondly, would you be able to survive being hit by one volley from a random ship?
If yes, fit WCS, if no, go with agility/inertia mods.
The answer is probably no, and with a cov ops cloak you'll have to be really unlucky (or stupid  ) to get caught in low sec.
The same applies to a ECM burst, if you get to a point where it is even useful, you're already locked and probably dead. Besides, it's a real lottery ticket to get a jam of with only one...
Also, switch the afterburner for a mwd.

Thanks very much for the reply. That makes sense - basically, if I get caught I'm dead, might as well save the ISK. Any other recommendations for the free midslots?

Personally, I like some ECCM so that I can remain unprobble even when I drop the cloak (for launching probes and whatnot). I also have a Survey Scanner 2 in there so I can scan belts when I feel like it (I mass produce them to sell, so there are spares, and most of my corp are miners).

What module or modules would you use for that, mxzf? I know my questions are a little noobish, this is going to be my first foray into lowsec so I'm not super familiar with the pvp side of things.
I'm gonna learn tho

Swap out the nanofibers for some overdrives - they'll be much more useful to you when your cloaked and don't have mwd on (99.9% of the time)
