Information on Drug Production in sparse at best, you can find a basic guide on booster reactions on eve-guides.com under the POS section. The eve wiki has some more basic info....
Basic run down:
What you will need
Large POS
Medium Biochemical Reactor Array Biochemical Reactor Array 2 biochem silos, 4 regular silos, 2 hazardous material silos Drug Lab
Mine or buy your serocin gasses and buy the appropriate reactions. Get whatever you need for your secondary resources (Water, Garbage, Oxygen etc...) React the gas into it's basic Pure form using the med biochem reactor. Once you have 2 or more Pure uncut boosters you can buy a complex reaction to combine them to make Improved or Strong versions of them in the Biochem reactor. At this point you will need to move the materials over to your drug lab and either purchase or find (via combat ladar sites) the requisite BPCs to combine the uncut reactions into the final drug.
I am in the same spot you are atm, on the cusp of branching into Drug Production but the information out there is hard to find. Best way to do it if you have the upfront money and a tower is just to start doing it yourself and figure it out.

1. Log onto the test server to find out how everything works, thats how I learned.
2. Don't bother getting started with drug manufacturing unless you know that you have a dedicated market. I have found that they don't sell all that well in a normal market.
