After enjoying the game for years, i found the way the local works in w-space quite intruiging. The lack of listing players in system gives an edge to beeing in the system, either hunting, mining or plexing. Random players i have talked to, repeatedly say it gives more meaning to the situation they are in. Having to rely more on scanner and "eyes" at points in space to make sure they dont have hostiles in their systems.
I think applying this feature to 0.0 will both increase population in 0.0 and make the game more intresting for all parties involved. The debate on black ops ships would end as it would find a more "correct" role in the game. Everyones favorite, stealthbomber fleets would be more frequent, and the need for a strong planned defence would be needed.
Any way, what do people think, would this work, why would it, or why would it not?

Im sure CCP would endorse this idea as soon as someone else pays for the server upgrades necessary to support the new way of playing - everyone in nullsec (thats about... 100k people or more) spamming their directional scanner every 2 seconds.
In other words: No, this will never happen.

CCP has already stated that once an acceptable replacement for scanning is implemented, local will be gone.

A timer would be better, maybe you show up in local after 15 seconds and only appear as having left local 15 seconds after you've left (it makes tracking in intel channels a bit tougher). However, nullsec becomes too unprofitable if people remain hidden from local for too long. It's too hard to find fights if you don't have local, especially with all the POScluttering ships in nullsec.

So personal money making in 0.0 would require an alt scout on every gate and a macro to spam the directional scanner every 4 seconds.

well CCP already said they want to improve the scanning tools before changing the local mechanic. interesting discussion might be how that replacement could work so that both sides got a chance.

There is an RP reason. Normal EVE space has fluid routers which connect all the ships to each other which is regulated by CONCORD. This means the devices are probably hard-wired and to travel without one is probably a death-sentence from CONCORD. W-Space doesn't have fluid routers. Anyway, if they removed you from local, I'd expect a 'system overview' to replace it.

Exactly what he was saying. An acceptable replacement mean something that don't kill the server with thousand of scans every second and allow players to live without clicking scan every 30 seconds.
If you noticed some months ago CCP implemented a delay between each use of the directional scan to reduce server burden. It was then reduced as people was whining about it, but I feel pretty sure that the server will not like 2-3.000 characters hitting "scan" every 30 seconds, especially when you need to detect everything to see if there are probes in system.

Two twists on this suggestion:
Make the "having no local" in 0.0 space systems a system upgrade option (although, logically, it should be more like the opposite of that).
As for the server load from scanning in local, well I've always thought that there should be 2 flavors of scanning probes: "Active" and "Passive" scan probes. Active ones (which require much less training) always announce their presence/use in a syetem (as they emit detectable radiant energy to find things). "Passive" ones are the real silent killers. This also fits with higher training requirements for stealth/cloaking technologies.
I am also of the opinion that some anti-stealth/anti-cloaking technologies need to be brought into the game. Possibly in the form of something akin to a smart-bomb/area-of-affect type of weapon system to reveal/decloak stealthy ship types (or have a chance to do so, anyway - after all, a prototype cloak should be easier to decloak than a covops cloak).
