For L3s you don't really need anything more than III skill wise with the drake.
My priority would be 1) Getting into a drake and setting up its basic dps and tank with lvl III skills. 2) With that base start focusing on DPS skills, as the better those get, the less you will need your tank. 3) Once you have solid missile dps, hunker down on drone skills. These will carry with you throughout eve, so putting in the time to get solid drone skills now will enable you to forget about drones skills for a long time. 4) Once missile and drone skills are up, go back to tank skills and start training that up. You may find with good skills, you can use less modules for tank, and put more modules for dps (BCSs and target painters)
Basic drake dps: Heavy missiles III Rapid Launch III warhead upgrades III Missile projection/bombardment III
For tanking a passive drake, remember that passive shield tanks rely on fast recharge of large amounts of shield, so these are vital: *Shield Operation (rank 1 skill for increase recharge rate, getting it to V takes about the same amount of time as getting other skills to IV) *Shield management (gives more shield) *Shield upgrades IV (LSEs take up a lot of PG, this helps fitting a lot. Also give you access to T2 LSE)
Drones: For L3s you can get away with 4 drones, but you really want to get T2 drones as fast as possible. It will be a skill set you will always use no matter what lvl mission you are running. Setting up a skill plan with this will give you drone skills you won't need to touch until you want fighters or sentries.
Drones V Scout drones V Gallente Drone spec IV. Drone interfacing IV (V is well worth the time) Combat drone Op IV-V. Drone sharpshooting IV (really helps applied dps) Drone navigation and durability IV or V will keep your drones alive when they get aggro. Electronic Warfare drone interfacing IV or V- adds more range (3km pre lvl) extending natural range from 45 up to 60km.
Lastly, I would hold off on T2 heavy launchers for a bit. They are a lot harder to fit and you may train for a few weeks to get them only to find you don't have the fitting skills to use them. Training heavy missiles V should be one of the priority skills once you get the basics down, but you don't need to jump to T2 launchers.
