I'm currently in a typical raven. high: 6xcruise arbelast, 1xsalvager I, 1xtractor med: 3x mission specific shield hardners, 1x X-L SB + Amp, 1x TP low: 2x PDS II, 3xBCU II.
I simply don't know how to make this more effective and how to run missions better isk/hour wise. i can barely make 10 mill per run, yeah i sucks that much at it... Any help and ideas welcome.

ISK... i think that cost a lot... And that's the problem, making isk fast enough to even consider this thing...

Rigs for more DPS and t2 med drones, normal fit otherwise.
Don't salvage in the raven. Use a destroyer or use an alt for more DPS and quicker clean up.
You might also try higher quality agent?

Salvaging.
Just killing stuff gets you bounties, but there's an average 6-8 million isk in loot & salvage afterwards. If your DPS isn't cutting it, then loot & salvage will be faster isk/hour than blitzing missions.
Hurricane battlecruiser. Fit 4 Salvagers, 4 tractor beams, mwd, cap mids, a signal amp, and cargohold expanders. Cargohold optimization and salvage tackle rigs. Whatever combo you feel like having.
Do not buy a destroyer. They do not have the necessary cargo hold space. Period. Jet cans & loot sifting are a massive time sink.
Buy a higher tier industrial. Fit it to hold about 12000 m3.
Loot and salvage everything, from frigs to battleships. Put the stuff in the industrial's cargo hold. When the industrial is full, haul it to the local market hub.
Enjoy the "little" boost to your wallet every time you empty the industrial.

The above suggestion is almost all good.
Almost, in the sense that you should use an indy to carry and sell the loot only if your total loot value is below about 50M. Otherwise the first resident suicide ganker (guess where they are located, besides choke points like Uedama?) will pop your indy and get the stuff off you. - Auditing and consulting

I use a command ship to do level 4 missions, a Nighthawk to be exact. I have found that using an alt in an Orca can help with efficiency a bit in some missions. (Many times I do not loot and salvage)
The Orca is equipped with 3 tractors (range 70km) in the high and 2 auto target mods in the lows. In the ship hangar is a rigged salvage destroyer with 2 tractors and 6 salvagers in the highs.
When all the rats in the room are dead, I warp my alt in and start to drag over the wrecks and cans to collect loot in the Orca. Meanwhile the Nighthawk character switches to the dessie to salvage and stores the Nighthawk in the Orca. Once the room is cleaned up, store the dessie and jump back into the Nighthawk. Off to the next room.
Of course this does not work so well with a Battleship because it is too big to fit in the Orca, but may be a useful tip for others reading this thread.

Your setup looks good to me, another damage mod won't add much due to stacking penalties. I assume you are using CCC's for your rigs and you probably need them for cap (sorry, not really a raven pilot). So with all that in mind, your options are: CNR/Golem, train more missile skills and get some missile implants. I advise all of the above but skilling up is definitely the cheapest route, though not terribly fast.
You could also consider faction ammo, yes it's more expensive but the damage bonus over t1 is well worth it. Faction/deadspace gear, particularly some caldari navy BCU's would help too. Obviously that's expensive, but once you hop into a CNR you should start adding them one at a time as you can afford them. In regards to implants, you don't have to buy the expensive +5%'s, you can pick up the +3%'s at any LP store for 12k LP + 12M isk if my memory is correct. -----------------------------------------------------

This was not a cry for a lvl4 fit, but rather more how to run them more efficient, therefor, it's in the tactic section. The proposed fit is ok, but was not what i asked for.

A little common sense and more than cargohold expanders in your industrial will easily counter the troubles you describe.

Check your missile and gunnery skills - get everything up to level 4 or 5 if you have not done so already and make sure you have not missed a skillbook you are elligable for but not noticed that you didn't already have it. This made a massive difference to me as when I was a noob I just went straight for the biggest ship i could fly to do L4s in. I then had to work on the skills I missed when it turned out I could be doing L4s in a third of the time.
I don't know how you have set your character up, and you have likely already done this but it is worth me mentioning it as noone has said it yet.
