Right now we've got some very rare and expensive faction guns out there. But because they're incapable of handling tech II ammo no one goes near them.
Would it make sense to give them bonuses to their own racial ammo?
Something to at least bring them to par with their tech II counterparts. Maybe they'd have tech II damage with better fitting requirements, or maybe they just wouldn't suffer the negative effects that some of the tech II ammo imposes.
Right now there's no reason to do anything with them.

Faction guns have higher damage modifiers (or RoF in case of missiles), lower activation cost, lower fitting requirements, and lower skill requirements.
For this, you trade off not being able to use T2 ammo (can't say price is balance because players dictate the price, not CCP )
Not seeing the problem here. _____________________________________________

The problem with that setup is that the t2 ammo is often a very big deal. Pulse lasers are a prime example. Imperial navy pulse lasers are worth whatever minerals you can reprocess them for because if you can't use scorch, there is no point in fitting pulses in the first place. The issue is less severe in the case of the longer ranged weapons but even there it still exists.
I support making faction guns effectively t2. They should receive a damage bonus from specialization skills and be able to use t2 ammo in addition to their current advantages. In order for a faction item to be useful, it must be outright superior to t2. If it isn't, it's an overpriced but worthless mod. Another good example of an ill conceived faction mod is the faction plates. Rather than giving a very logical HP bonus over T2, they give a mass decrease. But the agility and speed bonus from that is barely measurable and of absolutely no practical use. -----------------------------------------------------

There are plenty of valid setups using pulse's not equipped with Scorch.
This isn't a problem.
