This sounds like a very reasonable solution.
I agree that something should be done, as waiting five minutes can get frustrating. I do remember the ungodly amount of spam during the Dark Times, but I get the feeling that those spammers have given up and forgotten trying to spam here, so even if it were removed completely, they might not come back.
If they still come back, just tie the timer to character age and that should fix it.

It is not time to remove the time flux. It is time to reinforce it.
As many already know, it can be easily bypassed by logging out and logging in again. This is what needs to be fixed. If the current user session doesn't have a time of last post, it should check the DB for one and go by that.

please please hardcode it to 150 forum posts per account (not char ) per calender month.
I for one would simply not read the forums 1st/2nd day of each month.
Lets face it most of the people who post the most in reality have the least to say.
