This makes me sad as I like to hunt mission runners. Especially Faction fit CNR's
Anybody else noticed this?

I too suspect something regarding low sec missions has been changed w/ Dominion. A couple days into Dominion launch I started questioning my fellow pirates (red & blue alike) to see if they noticed any change in mission runners activity. Basically the only people being probed down in space in low sec now are either in a complex or a belt, no more mission runners, and no change was mentioned in the patch notes.
Probing mission runners was my purpose in life. What happened CCP?!

I have spent a lot of my in game time teaching carebears how to use Worm holes to cross on the average of 30 jumps from one part of empire space to the other. I can also prove that you can live in low and null sec without ever having to use a gate.
When I see people complain about a lack of targets, I am reminded of those certain American states that have too many taxes and crap laws. People pack up and leave, and the businesses also pack up operations and move to other states. Then the retart politicians act like they don't know why people are leaving.
You going to kill everything that moves, don't be surprised when people stop coming.
Now declare victory and find something else to do.

OP, I'm guessing it makes you really sad when people shoot back at you as well? Go pirate somewhere else, or man up and stay on the gates, get smart, or shut up.

The unscannable ship thing, short of cloaking that is, is widely debated and something that has the EFT crowd busy on the topic whenever it surfaces. Basically it's the loading up of ECCM modules. Unfortunately the ability of the ship to do much else is limited. Drones are still scannable but there would not be any of the "short on probes" trick using the D-scanner that give the MR a 4 second window to see the combat probes. Unless the scanner is maxed in scanning gear and implants but such a player is out looking for bigger fish most of the time.
What "broke", if that can be how it's described, is the mission structure. Any kill mission in high sec amounts to "fly around for a while shooting stuff". Those same missions in low sec require the same thing. That means all the time needed to scan out the MR and gank him. Even with all of the tricks such as staying aligned, keeping away from the warp in point, d-scanner, etc, it still becomes less profitable when survival is not an issue. Since most MRs are sold on this game as "he who earns the most ISK wins" or the MR is the bread winning alt of a pirate or null-sec dweller, market forces - profit to be specific - become the factor over the decision to run a typical mission in low sec. To even this out, the kinds of missions given for low sec space need to change. Add more courier missions for example. Yes they are boring, but there are covops and blockade runner ships why not give mission runners a reason to have them? Kill missions that target a specific named NPC would also work. Tank the henchmen and kill the target and GTFO before Captain Gank and his crew show up. The latter case could work but again, because most people can leisurely kill every NPC in the mission, and then leisurely salvage every wreck, and that is considered maximum profit in a game where maximum profit is considered how you win, people would choose to still run a high sec version of it. Meanwhile, explorers ask for scanning, hacking or archeology missions that rely more on stealth and how fast you can work the tools of the trade. That would make possible a ship that can be loaded up on ECCM, not suffer greatly for a probe launcher and cloak, and not require hanging out in one place for 30 minutes. At that point it does not feel like a game mechanic where being probed out by gankers is part of the mission, but instead that skills and intel give a better chance. The term I hear from high sec MRs is "feeding my ship to the sharks" when they refer to running a low sec mission.
People can attach all kinds of terms to these factors and the end result but when all is said and done, it's market forces and profit motive that rule over the decisions. It's simply not profitable and people want the ISK.

That's nice. But not every ship is a Tengu
For there to be a significant amount of mission runners for the OP to have more targets, the ability to run missions in low sec with a chance of being probed out small enough to boost the profit expectation, and therefore the worth of the risk, the ability to resist being probed has to cross a wider band across a greater spectrum of skill levels.
Therein lies another issue. If you train to go straight to flying a Tengu, there could be a lack of skills necessary to fly it properly. If the skill sets are patiently increased over a greater time spectrum, there is a chance the mission runner may already be onto other endeavors instead of mission running.
