Sometimes another players will have a Flashing yellow [ ] around the white [ ] on my overview. What does that mean? Is that a target lock on me?
Also.. some players have a thin white [ ] and some its a bold white [ ]. What is the reason for that?
I looked around but couldn't find a chart with all of them listed.

Yellow = they have you locked (I'm not actually sure if it starts pulsing yellow when they start their lock, or they have a successful lock - someone else will need to confirm which)
The [] size changes depending on what size ship hull it is.

You are right about the flashing yellow brackets. If the brackets are flashing red, that means they are shooting at you.
This is same for both players and NPCs targeting you.
As to the different types of white brackets, that indicts ship size. The thicker the brackets, bigger the ship.
Surrender is still your slightly less painful option. |

And did some more searching and found this. So I guess that covers it. Unless any of that info is outdated.
White brackets A player's ship. Yellow blinking The entity has targeted you. Red blinking brackets The entity is firing at you. White blinking > < You have targeted the item and it is the selected item. White non-blinking > < You have targeted the item and it is not the selected item. Yellow Background The owner has a negative standing but you cannot freely attack him or her. Red Background Very negative standings, but not free to attack unless it's blinking red. Blinking Red Background The owner is either an outlaw or has committed a crime, and may be freely attacked. White crosses A non-hostile NPC ship. Red crosses A hostile NPC ship. The size of the cross determines which class of ship that NPC is flying.

The yellow pulsing brackets only occur when you are successfully locked. You will not be notified in any way while they are in the process of locking you.

Incorrect. Unless you have set your overview specifically that way, a red background on the default overview means the entity is free to attack.

The way I would remember is if its a red bar blinking or not (with default settings) you are free to shoot without concord intervention in highsec.
Just make sure you don't have negative player/alliance corp standings set to a red bar as well. ____________________________________________ When going to a party with wine, women, and song. Always acertain the vintage of the first two. |

The default overview settings were change several patches ago in Apocrypha 1.2 (see the dev blog too).
I recommend resetting your overview to the default, and then customizing it again as you like.
The biggest change was what blinks and what doesn't.

These are valid for everybody.

These really depend on your settings. Some people set red to mean "do no shoot, he's a friend" and green to mean "ok, this is valid target" and flashing green to signify "fire now".
Learn how to set your overview settings and decide what colors you see when.

By default flashing red backgrounds mean that the person is a war target, Plain red is outlaw/criminal, usually in both occasions you can freely shoot him.

The flashy was changed in apocrypa.
Non-flashy red means that you can shoot them. Flashy red means they can shoot you.
