I'm looking into trying small 0.0 gang warfare/alliance warfare. Being interested in EW/jamming but a low SP character, could someone recommend a very basic Blackbird fit?

1 of each jammer, MWD, 1 sensor booster (b/c nothing else fits I think)
1 singal amp and 1 signal distortion amp in lows
2 projector rigs and 1 dispertion augmentor
high slots - w/e I do some nuets and standard missiles for the intys....
your optimal on jammers shold be over 100km so you just get to a good distance and jam ppl.

If you're looking for low sp EW i would look at the electronic attack frigs, I fit a kitsune with the hypnos multispectral ecm, along with some signal distortion amps and particle distortion augmentors in the rigs and you will render pretty much whatever you target useless in a fight for very low sp

I'll completely disagree with this, Kitsune is a magnet for pain, A blackbird will perform 90% as well for a fraction of the cost & have a larger local tank.
Heres one of mine for small gangs, Swap for T1/named where needed:
[Blackbird, v] Damage Control II Signal Distortion Amplifier II
ECM - Spatial Destabilizer II ECM - Phase Inverter II ECM - Ion Field Projector II ECM - White Noise Generator II 10MN MicroWarpdrive I Large Shield Extender II
Medium S95a Partial Shield Transporter Medium Nosferatu II Small Energy Neutralizer II Small Energy Neutralizer II
Medium Core Defence Field Extender I Medium Core Defence Field Extender I Medium Core Defence Field Extender I
18K local tank provides enough buffer to survive an opposing gang long enough for logistics get to you, Shield transporter is used to top up the shield tank of frigates in an armour RR gang between fights(Swap for remote armour rep in a shield logistics gang)
Most would choose a Sebo instead of extra tank, less locktime will rarely influence the fight as much as extra tank - Bear in mind you are going to be primary most of the time.

I concur with the kitsune vs. blackbird. BB is far cheaper and can have a larger tank. Alternatively, you can drop the DC II, LSE, and some of the random highs to fit a 1600mm plate and an extra ECM or two. Might get you more EHP and jamming ability.

1600mm plate is only logical in medium and long range fights, at gate skirmishes and roaming gangs without any sniping involved you will have enough of a range buffer to make a safe run.
Sensor booster is useful for anti-ECM (jam before jammed) and if you expect to warp out and in frequently during combat (re-targeting) due to hostile fire.
Some general tips for efficient BB usage: - always keep aligned at a celestial once on the battlefield - if you jump into a gate and dont start at 100km right away, wait for your gang to engage first then quickly uncloak and warp to a planet/sun/station (check F11 map for closest celestial to the gate before jumping into the system) and back at 100km - dont jam primary or secondary unless they are the only ships left - dont jam an aggroed ship at jump/dock range, unless you are ordered to - focus on ECM and high DPS ships first - have ur camera zoomed out to visually see ceptors, frigs, etc rushing to you.. the overview doesnt always update correctly - if you are not the only ECM ship in the gang, make arrangements before the battle with the other pilots via gang chat, like you take the first 4 alphabetical targets and he takes the next 4, etc.. jamming a jammed target is such a waste, especially in a crowded fight
Other than that.. I love the BB, even more than the falcon because its cheapo expendable and effective.
