I'm new to Minmatar battleships and have only noobish projectile and missile skills (but excellent shield, armor, capacitor, and other support skills). What Minmatar battleship should I be looking into for mission-running, and how should I fit the thing? I can never tell with Matari ships whether they should be shield or armor tanked.
Assume for a minute I'm too poor for a Maelstrom.

If you're too poor for a mael, then your best bet is probably a phoon.

A more interesting question to ask is, what battleship AFTER Dominion is best for lvl 4's?
I know the Typhoon is undergoing changes, how it affects its PVE effectiveness I do not know. Same for Tempest & Maelstrom. Those more knowledgeable than I care to give us the low-down?

Well... given the information.. I would stick with the Tempest. It does about 96% of the damage of a Maelstrom using the same turrets. For mission running, you can decently passive shield, active shield, or active armor tank it (again.. this is for PVE). Stick with a 1200mm version, and you should do alright until you can afford to get a Maelstrom.
However, if you do have strong drone skills.. then opt for the Typhoon, which has a 175m3 for drones, and you can fit.. with a little work.. a decent long range setup using 1200mm arties and cruises.
I only do diplomancy because I haven't found you.. yet. |

IMO: - Maels are going to be best off fit AC, and you can expect to approach today's Vargur performance. I suspect we'll see a few people running artillery, but most people will run ACs. Faction ammo is really viable on arty maels, but I don't know if it's really *necessary* with alpha that high. I'll have to look into it more. :) - The Tempest isn't really changing. It's getting some EHP if you armor tank it though - but I'd argue that you shouldn't armor tank a Pest for PVE. - The Vargur isn't really changing, but it's getting Moar DPS and better damage type selection. It didn't appear that the Vargur would be outperforming the Golem/Nightmare/Paladin last time I looked. Not by a long shot. - The Fleet Pest loses a mid for a low, so it's a pretty large nerf as far as PVE goes. Otherwise, no changes worth mentioning. - The Mach is gonna be pretty sexy, but I don't think it'll be outperforming Vargurs by a large margin. Especially not once you consider ISK/hr. - The Phoon is getting another missile/turret slot. Of course, you'll fill it with missiles, so you can either go AB+5 Torps (hard, and expensive IMO), or you can go 5 Cruise+3 Arties. It's pretty versatile still, and stands a good chance of becoming the T1 Minnie mission runner (imo).
All things considered, things are looking a lot brighter for Minnie mission runners... but then it didn't take a lot to be brighter than pitch black. Minnie missioneers have been getting screwed for a long long time.

Just curious, do you all think it's over? The changes to projectile weapons? And are we pve guys going to be happy?
The other thread got so depressive after the last major update on the test server, however long ago. I still see some positives, but it wasn't what I was expecting.
Do you envision them changing anything else? I mean I know it's up to them, but I'm sure you all know from past years about what to expect.

To be honest, I think you'd be better off continuing to run L3s until you're not too poor for a Maelstrom.
Using a Typhoon in PVE is a big skill investment, and in the time it would take to skill properly for it (I don't even mean T2 everything), you should be able to amass enough wealth for a Mael.
I'm speaking about the Phoon from experience...I missioned exclusively in it for a very long time, and my eyes were opened to a world of efficiency when I skilled shield tanking and changed ships. Even when I thought I had decent skills for it after several months, I really didn't.
However, after Dominion it might be worth the skill investment to mission in a Fleet Phoon, but I'm still trying to work the kinks out on Sisi. (My sentry/cruise skills are sadly lacking for a proper test.)

You're probably 100% right about the Vargur still falling below those ships, but after doing a lot of messing around on the test server, I'm willing to argue that the shot isn't quite so long any more.
With the increased effective range and increased/purified damage, I think it's a safe bet that the Vargur is untouchable on Angel mission completion times, and it feels a lot better against Serpentis and others as well.
(I was really, really sad doing a TQ Blockade run after doing it on the test server...)

My gut is telling me that what is on Sisi is what's going live. I still wish they'd change some things, but I can live with the changes as is I guess. Arties are going to take a LOT of adjusting for me.
I was furious about the Nag. But then I started doing the math, and things aren't looking quite so bad...

I know you said you couldnt afford on, but the maelstrom is the only viable matar mission runner till domination hits. A good setup can tank over 1000dps and put out at least half that. Highs - 8x1200mm arties. Mids - shield stuff. Lows - damage and cap mods. Drones- hobs, hammers and an ogre. (Sorry bout the formatting, im typing this on my fone and so no enter key)

I think it really just depends on how rich u are and how willing u are to take your time training
low on cash = hurricane mid level = mael (pilot 1 and it is awesome but takes time for a good training setup) high enough = get a carrier be4 the prices are jacked in dominion
