I am soon to begin to take on lv 4 missions and now I have to decide what way to skill, since this skill will take 39 days I would like to do the right decission. I am running a Megatron-Hyperion and Dominix and now I will begin to skill to heavy Blaster or Railguns.
I have ok skills on drones.
I see that most fittings in Battleclinic uses railguns for missions, but I have experienced that often I got ship on close range.
Anyone have a good answer. thanks in advanced.

Almost certianly rails for PvE.
Some missions will drop you in right in the middle of a group of NPC's, in which case the blasters work well, but others will drop you a very long distance away, which in a BS means a long time before you are in blaster range.
So for me as a rule of thumb for PvE, small fast boats that can get in close, fit blasters, big boats that need to shoot from a variety of ranges, fit rails.

Battleships are big and slow, they don't move fast enough to get in range, and if yours happens to be doing that(moving fast enough to get in range), your doing your tank wrong.

Some missions I'm doing half and half now. Angel Extravaganza for instance the BS's get within 7-8000km, which is good enough for large blasters.
Others though do orbit at 30km so the rails are good for that...well and drones :)

From what I have seen ... many people use a Dominix for L4 missions but in the case of Gallente much of the DPS comes from drones ... so when you say your drone skills are "ok" do you mean ... drones 5, drone interfacing 5 and T2 light, medium, heavy and sentry drones as well as the other drone support skills? If not, you might want to work on drone skills first.
You also mention 39 training days ... that seems like either too long a time or too short a time. Either T1 blasters or rails can be fitted with the Large Hybrid skill ... which shouldn't take 39 days to train since the pre-reqs are easy (except for Gunnery 5 maybe). On the other hand, if you are talking about T2 Blasters or Railguns with Large Blaster or Railgun specialization then you then need large hybrid 5 (along with medium and small hybrid 5, small and medium specialization 4, and either sharpshooter 5 or Motion Prediction 5) ... unless you have most of this already ... in which case I am unsure why you are asking since you probably would have a decent idea of what to use in missions.
In any case, for missions, I would fit rail guns since almost everything starts at a decent range and battleships are pretty slow even when they are in close. As usual for most people in L4s - drones are responsible for most for destroying most frigates and some cruisers.

These are the only things you're ever going to hit if you are in a blaster battleship.

Go with rails, any DPS gained from blasters will be more than lost in time taken to slowboat between pockets to get them into range, on any mission with rats 30-50km apart you are not going to beat the rails completion time simply because a good railset will have killed the BS in the time it takes you to close the distance to optimal.
Blasterboats only work well with MWD so thats a bad MR combo.

I use a Dual Medium Armor Repairer on my Mission Myrmidon. I also have it fitted with a Afterburner.
I have used both rails and blasters on it in the various level 4 missions.
I fit rails if I am doing a mission that puts away from the Rats, I fit blasters if the mission drops me right in the middle of them.
With Blasters or Rails have 5 Hobgoblins to take out the rat ships that close in with you. Every Plan lasts until the first shot is fired. "I have a Plan, a good one." Generally means it is not. If Yellow it get a Fellow Killed |

This. Unless you are talking about specialization. In that case, train them both on the bounce: Large Blaster Spec I Large Railgun Spec I Large Blaster Spec II Large Railgun Spec II Large Blaster Spec III Large Railgun Spec III Large Blaster Spec IV Large Railgun Spec IV
