assuming my sources are correct, you also arent allowed to combat fit it. but my info is more than 18 months old, so i may be mistaken
IIRC you are not allowed to fit guns to a high sec capital ship, however it can be fitted with tank modules. As previously mentioned though you cannot undock a highsec capital ship if you are war decced.

Currently, dreads & up can't enter high-sec systems. Chribba has several capitals in a 1.0 system.
Back when capitals were introduced, you could build them anywhere. So he (and a few other....eccentric folks) built cap ships in 1.0 systems, where they can never leave. They can't pop a cyno within jump range.
Then CCP changed the rules, and you could no longer build dreads & up in highsec.
When CCP changed the rules, the GMs contacted the few folks who still had dreads & up in highsec, and informed them of the rules they would have to live by. Mostly that they could not use the ships for PvP, since nobody else could get a cap ship into highsec to fight them. The folks who didn't like the restrictions had their caps moved to lowsec by the GMs.

I agree with you, and agree that this thread is fecking stupid.
However, if you could get 2-300 people together to bump him until downtime, keep him in space during a maintenance, and then camp local waiting for him to log in, you could technically keep him logged out for a while.
The catch with Chribba is that without his main character, he can't do the mothership / titan trades w/ his private escrow service, which eventually would bring the entire mothership/titan market to a screeching halt.
Which would be hilarious.
Still, lawl at people who don't get hammerfall industries.

One question though: The (approved) Wiki Article on the Veldnaught states:

Most people realize this when they are standing over their own body next to a large figure in a black robe, who is holding a scythe. At which point the person will say something along the lines of "What just happened?" proving that humans, even when presented with overwhelming evidence of reality, still feel the need to ask stupid question.
