if i have 2 accounts and i run them at the same time with 2 window mode.
first account is mission runner
second is miner
while i'm doing mission, i let miner account do mining.
is this illegal to Eve rule?
*sorry about poor grammar, etc. my english skill still in learning.

That's fine, CCP doesn't care what you do with your alt as long as you pay them

i don't think my notebook can take that much........
i can't run pass medium setting, it made crash and error everytime i try to do.
low setting T-T
*you said it ok if i pay for account but if i didn't pay and use in game money to buy PLEX?

CCP wants you to use and buy PLEX. Buying isk any other way will get you permabanned.
Or you can just pay for your account.

If you aren't using a macro/bot/script/whatever to run either client, then you are fine.
