Do people even bother looking at their certificates/certificates planner? Training proper SPs is far more important than a shiny new "toy" you absolutely will not be able to fly/fit properly. You'll have it blown to oblivion than yell foolishly about some Dev. rip off. I have been playing for a mere 3 weeks, and even I know that insurance does not cover the cost of anything but the base ship value, if that (depending on ones lvl of coverage).
Anyone who fits a T3 w/ T1/T2 fittings should get Caldari pimp slapped and forever have his/her pilot license revoked (and forced to watch Tony Romo fumble a Field Goal snap).

Insurance payouts are the value of the baseprice of the materials you need to build this ship. A Tech I ship is simple to build. There is a Blueprint, some materials put it in the oven and it's ready. For Tech III ships, it costs time and further materials such as salvaged parts in a wormhole.
So normaly the Tech III ship is not more worth than the Tech I ship but in market you pay for the effort and the time people spent on inventing the blueprints and building it. This can not be covered by the insurance because the insurance only covers the base price for materials.

This makes me wonder what is the point of going tech 3 if we get screwed like this. Now i wonder who is screwing who worse. players screwing players, or CCP screwing players. what is the point of paying to play a game if the game administration is going to screw us players over.... if you know please tell me.

My issue with this is normally you get a bit more isk back then what you pay out to get the insurance...... from what i can tell the OP bought platinum insurance, which costs a good bit more then 18mil isk........ and please people these forums are to give constructive criticism. not to cut people down or FLAME'em.....

He got back EXACTLY *3.3333...3 times what he paid as Platinum insurance premium, no more, no less. HIS complaint however was that it's nowhere near 5 bil ISK. Well, duuh !

still boggling at the math of 5 billion isk for that t1 comedy fit. for that much you should have spent about 10 billion lest got blown up with deadspace/officer stuff fitted.
and cpu gate wth for? does your fitting skills suck so much that you needed cpu? or did you just look in the preview window and see how sexy the ship looked with a cpu gate fitted. nevermind that it is about the most useless mod you can fit for a gun boat, aka hybrid armature. only time a cpu gate is handy if you absolutely need to fit a scanner probe launcher on since that little beauty will devour your cpu. protip next time you want to actually fit guns use the powergrid subsystem that actually allows you to fit guns and give you an extra turret slot.
and spend about 2 months training up your core skills so you can use frigging t2 stuff at lest or sell a ton of plex and lest put some decent garbage on that ship so you can cry moar when you get blown up.

i bear'd it up too when i started. know what happened? pirate/extortionist corp dec'd us. i got killed and joined RAK because i guess i wanted to be a jerk too. but it helped me to be forced out of my safe haven. -------------------------

Insurance cover is based on the production cost of the the ship - IE the cost of the manufacturing materials' baseprice which were used to create it ( as far as i know ). Hence why T2 ships have horrible insurance payout to the point its barely even worth insuring.
T3 ships do not cost that much to make, they only sell that high because they are made in very small numbers but demand is very high.

To give a more complete Answer:
Insurance Cost and Payout is calculated from the cost of the Minerals and only the Minerals, not cost of the Sleeper Components, which effectivly means that the Insurance will likely have paid out less then 10 Milliona.

The issue is:
1. Anyone who flies Tech 2 will know the insurance nowhere near covers the cost, Insurance only cover Tech 1 costs. Its the hull type that is insured.
2. How did he not know the above if he had ever flown Tech 2? He had not flown Tech 2, so he bought the ship without knowing how the game mechanics work and then moaned and even petitioned it. He probably bought the character to fly it as well, you do not jump straight into Tech 3 it takes a lot of training when you would fly Tech 2 in the meantime.
3. He tried to buy his way into a game without doing basic research or knowing the game. I love EVE for this, doing that always gets a ship go boom.
4. He clearly never looks at his insurance contracts or understands them, they are very clear on the payout. As insurance is so fundamental to the game then of course Ebay springs to mind.
So that's why the Op is having a hard time of it. The fact he petitioned it and wasted CCP time is a bonus.

Not always.
I have the uncanny ability to make insured ships last for months and uninsured ones last for hours.
So I stopped insuring any.
Albeit if I insured all of them I'd probably never die, but that seems unfair to others -----------------
