Don't you hate how high sec space is filling up with abandoned shuttles and noob ships?
Now I know that eventually someone will come along and blow up/collect the ships, but the question is why should they have to waste their time cleaning up after some twit who can't work out how to sell/reprocess/trash/self destruct their unwanted property?
So I propose the following: Any ships left within 500km of a station, moon, planet, gate, belt, etc. in high sec space will result in the owner receiving a fine of 100k each day until the ship is removed or they run out of isk. If they run out of isk then they will receive a security status hit and the ship will be self destructed.
Although this may seem a bit harsh, it'll make people stop doing it. Personally, I'd rather go around podding the people.
There's absolutely no reason for an unwanted ship to be left floating in space.
And while I'm on the subject, anybody know when CCP will get round to removing anchored secure cans in 0.8-1.0 systems?
Oh and although this should probably go in the idea lab, it's more of a combined rant/idea/discussion subject, so is probably better off in general discussion

i like the idea of a fine. maybe include the spam cans around stations too, would get rid of those 80+ cans around some stations

I agree with getting rid of all those cans.
Ships on the other hand is a different matter. If they bug you that much go and collect them and melt them down. You'll be keeping your sector clear and can count the minerals as your 'payment' for cleaning the system.
Is it really such a problem??

As long as you let secure cans apart from the litter, you got my vote :D (\_/) (O.o) (> <)=Oveur (proof) "Jumping 50 systems I can like, have sex 150 times during that period" |

Just make secure cans self-destruct after 3 months. (Well, give a week's warning in-game. The IMPORTANT cans will be refreshed!)
BOOM, all those nasty cans just died!

Why not make the passwords expire after 90 days, then anyone can take ownership of the can, unanchor sell or crush.
Stop griping about server instability and go buy an EVE mug!
Additionally with the purchase of each mug you will receive two(2) invisible Elves.

cans that have not been accessed for (level of anchoring skill) weeks should either be fined (heavily) or 'auto opened' or unanchored
I remember one especially nasty experience up in caldari space, caldari must be pigs, really all their npc spawn sites had 50+ sec cans, what a horror.
even the paranoid has real enemies...

I travel around quite a bit, so stopping to dispose of every ship I see isn't very convenient. Also at one point the Shiva pages said that any unmanned ships you board will be classed as stolen, so if they decide to implement this then you probably won't be able to do much with the ship anyway.
As for the secure cans, I was talking about the fact that CCP stopped people from anchoring cans in 0.8-1.0 so that we wouldn't get advertising cans all over the place, but didn't bother unanchoring the hundreds of cans that were already there. They've stopped the problem from growing, but it still exists.

ships left unmanned for more than (navigationskill level) weeks should be free for anyone to grab

I don't know about this. When I was a n00b, I thought the advertising cans around n00b stations were annoying, but they weren't actually a navigation hazard, not like the huge Veld rocks in low-sec belts.
There must be some technical reason that CCP hasn't removed the 'grandfathered' secure cans in high-sec space. If there isn't, I agree this would be a good solution to part of the litter problem.
As for ships, maybe they should just 'pop' after a couple of hours, like NPC cans. Or alternatively, after a certain time, they could show up in a player's hangar at a random station. Or, even better, make them sellable on the regular market, with constant demand from n00b NPC corps!

I dont really see the newbie ships or shuttles in high sec space, the main thing that annoys me is those secure containers with adverts in - very annoying. Space will gradually fill with more and more secure containers unless there's some kind of limit. At least make them expire after a little while unless they get "repaired", that way it wont get out of control

How about a new agent mission: the space trash collecter
The agent would ask a player to destroy an abandoned noob ship or shuttle for some made up reason, providing the player with a bookmark to that location. To make things fair, abandoned ships would have to sit in space for 2 weeks before they are put in agent's mission list.
this could be one of those agent level 1 missions

I like that idea, and then let concord sell ad time on the jumpboards
