I have a very limited internet access, at the moment, pretty much limited to the forum. I could use some advice for making a skill plan.
I have an alt character which I've been using mostly for hauling, salvaging and assisting my main character in various ways. It hasn't really been training for a specific purpose yet. I'm however considering putting it in an Amarr battleship, but I've never used a battleship on either of my characters.
My intention is to use it for level 4 missions in Amarr space and mayby some wormhole stuff(npc & pvp). I'm mostly flying with 1 - 3 other players. I fail pretty hard at making ISK in EVE, so I'll mostly fly tech 1 ships with some tech 2 modules but never the expensive stuff like faction equipment. I figure I'll have to improve my drone skills and some of the electronic skills like long range targetting, but I feel a little lost, since I've mostly done industrial stuff and some missioning.
Anyone care to give me a little advice

Your Skilllist looks pretty good, shouldnt be a problem running lvl4's with it.

well, since Im often on a limited internet connection, I have to train long skills most of the time. That's part of the reason the weird way the skill have been trained. I'll often have a problem with finding a skill which takes enough time to train, in order to keep my skill training going.

I'd have thought repair systems V and getting t2 drones would improve your ship for mission running quite a bit.

Not in any particular order
Scout drone V Electronic warfare drone interfacting (despite the name, it increases drone range, very handy) As someone else mentioned, get t2 drones, go for mediums (race specific skill to lvl2)
Targeting V (BS can handle more targets)
Controlled Bursts V Rapid firing V Sharpshooter V Surgical strike V Trajectory analysis IV
Once you find a mission location, buy the social skill books that will boost the income from that agent. (eg Political connections) You'll never regret taking the negotiation skill up a level or 3 if you intend being a mission running long term.

Seeing as you have amarr BS V and AWU V you should consider(once you get enough isk) training up T2 Large Beams and the Marauders skill and grabbing a Tachyon Paladin for lvl 4's.

if you want to go cheap first, forget the paladin (although it's a beast :D). also forget targeting5 for once.
best ship to start lvl4s for amarr is a MP-apoc. very nice range, easy tankable, no fitting probs.
train (in that order):
scout drone operation 5 -> gallente drone spec 2 motion prediction 5 -> large pulse laser spec 2 or 3 repair systems 5 the rest of the gunnery support skills to 5 (rapid firing, sharpshooter, controlled bursts) trajectory analysis 4 drone interfacing 5
You can BY NOW start doing lvl4s in an apoc without problems, but your killspeed will greatly enhance if youre skilling as above. as soon as you got the skills, drop t1 for t2 and/or as soon as you have the isk, swap heat sinks (normal apoc should have 2, navypoc/paladin 3) and armor rep to navy ones, as you can move these to a better ship if available (the navypoc is very nice imho, but pala is better hands down).
the above skillplan should take some weeks, but you will notice the difference.
also, as a sidenote: pick an agent you like (with good missions and in a safe area), look what "xxx connections"-skill he benefits from and train those to 3 or 4 each. you will get way more LP with that.

Thanks for the input, I appreciate it. I think I have some nice goals to train for now. I'm looking forward to trying it out. I'll start with the drone skills to get the tech 2 drones and the go shopping for an Apoc to try it out.
