This is my proteus fit for level 4 missions and maybe for exploration.

Im not quite sure about Rigs, but I have to try if and check how it works, what do you think about this setup, especialy about proteus systems?

recharge is overkill if you speed tank, most level 4 rats can't hit you at all less you sit dead still or get webbed to heck and even dead still they will miss a good bit so your taking much less damage than a comperable bs in the same situation.
loose the recharge rigs for some dps rigs or buffer maybe. tend to use speed personally so i am rarely ever forced to use repper at all, only hassles are spider drone 2s that can web 60k out and are hard to hit period, so if you have a ton of aggro on you and aggro spider 2s you will be soaking up some damage.
kill anything that can web you asap, turn on that ab that you can perma run w no hassle with 3 or 4 engineering, i only use 2 cap recharger 2s in mids with a gun heavy ship then gunnery rigs in rig slots.

Fixed, Hybrids do not use Heat Sinks, Those are for LAZORS
