While isk sellers get the ban stick, isk buyers tend to only get a slap on the wrist and have there iligitimate isk removed.
Accounts are getting raided left/right and center to feed the isk sellers who dont care if they get banned as they have the RL cash they sought.
Time to get tough on isk buyers. 2 week suspension for first offence. Followed by perma ban.
Watch RMT drop off , most real players wont wanna lose there accounts.
Yeah you gonna lose some account in the short term. But long term eve will be a better game.

What usually happens when demand dries up for whatever reason is that the people supplying it advertise more.

I agree, they are way too soft on the ISK buyers. The thing is, first time offenders may not realize it's not allowed, so that explains the leniency.
They should issue temp bans, 1 week for every billion ISK purchased from a verified ISK seller. I'm willing to speculate most ISK buyers don't know it's not allowed.
Thing to remember though, lot of RMT farms are providing items now too.

Having legalized RMT via GTC there is no reason for a black market toe xist. I agree CCP should be harder on isk buyers, killing the buyer will kill the sellers, otherwise they just resub and keep going at it.

Buyers are the direct cause of spam, botting and hacking of accounts, extremely antisocial and that tells me they do not belong in an MMO, they should stick to single player and get a cheat hack for that where no one cares.
Its not like a legal way is not available.
EDIT: Also why the hell are players like Ricdic still in the game? It's the player that caused the offence so why ban just one character, that's silly.

Thing to remember though, lot of RMT farms are providing items now too.
The first point would be easily fixed if they made a big sign as part of the login background graphics. Sure it wouldn't look as nice but I rather get rid of the ISK buyers than have a pretty login screen.
And I fully agree with the rest of your post.

As for the effect on gameplay, how are 'within the rules' players supposed to compete with other corporations if people are buying isk from farmers? It destroys the game for the rest of us. I have zero respect for people who buy time cards to sell for in game currency anyway, let alone those who chose to start with a billion isk and for whom losing ships and undercutting on market deals and contracts is no sweat, while for the rest of us its a bfd.
If CCP don't get a grip on macro farmers (and not just the big time charlies either, there's plenty of regular users taking the p** with Roidripper and co.) and their isk selling siblings then EVE will become a non-game for people like me and yes, I will withdraw my sub. Why pay to play by one set of rules while others blatantly flount them?
Why would I or others work so hard to build something up only to have it torn down by some teenage a-hole in dreds and caps he bought off ebay for forty bucks along with the 30m skill point toon he uses to pilot them?
There needs to be one set of rules, incluse or exclusive of bought currency and it needs to be proper enforced ie someone at CCP should have (either dedicated or rotated roles) the task of actively policing it. They should foster a system of informing on cheats and reward those who's information directly leads to bannings/exlcusions.

The illegality of buying ISK should be stamped and drilled into every new player through the New Player Experience elements.
Intro movie (with the public podding of ISK buyers for example), forums, in game popup, a nice little arc mission where new players watch an isk buyer get ****d, along those lines.
All of that with a complete and clear walkthrough and advertising "in yur face" on how to legally buy isk, through gametime codes and plex mechanisms.
Pair that with a simple two strikes and you are toast policy, and a nice public listing of who screwed up.
Awareness on illegality is one part, awareness on legality is another part. Consequences "in the face" is equally important as demonstrating the ease of legal ISK buying (well, let's be honest, that IS what GTC's and Plexes represent really).

he got caught and lost all his iskies.
he cancelled his account as it was impossible to get back to making money with no money to buy ammo etc and doing L2's would take an age.
game over for him and his account was basically useless and he cancelled his subscription
if you have brought isk you either don't realise the implications or your a repeat buyer.
the one off buyer who is a newbie if caught will lose the money he brought and pay the price in accordance to how much he cheated, and many new characters will blow there cheap isk (I did when I brought a GTC)
the multi purchase buyer is screwed full stop!
if he is buying it as a cheap form of timecard then his account is going to be effectively nuked and it would be better business to buy a character from the bazaar than buying hundreds of GTC's to take him out of the red.
what needs to happen is a game mechanic where players could search through other peoples wallets without know whose wallet it was and with any way of referencing it back to him removed, and then if they can find some issues they pay 1M to petition a problem and are paid X100 if it turns out to be suspicious.
But I do feel the iskie losses are fair, you lose what you cheated plus your hard earned RL cash.
oh and anyone talking about reading EULA's its strange with all my gamer mates people of forums seem to be the only people to read those things!

I'd definitely support a sliding scale of bans, moving rapidly to IP based perma ban for hardcore buyers. In addition, I agree with post 10, I think GTC selling is pretty sly as well to be honest, but that's another debate.

ISK buyers are usually newb morons who think ISK is either hard to get, or going to make them very powerful very quickly. Unfortunately a lot of new players think that way thanks to preconditioning by other MMOs.

It's in CCP's best interest not to ban isk buyers, in fact, setting their wallets negative is really smart since the player is pretty much forced to buy a GTC and sell it for isk.
CCP gets monies and doesnt lose a paying subscription.
But yeah, it's still ****ed up.

A temporary ban is a perfect idea. The people who spend a lot of real life money on this game are so addicted that not being able to play for a week or two is adequate deterrent, but it's not so harsh that people who make a mistake are locked out forever.

You CANNOT EVER prove that the person who recieves the ISK actually did the buying of it. If I wanted someone banned from Eve, I could easily buy a couple of billion isk of an isk seller but have him give it to someone elses account, then report it to CCP to get them banned.
Some people would consider it a bargain to pay ú30 a couple of times to get someone removed from the game.

CCP can't be coming down heavy on the recipient, only the person they see sending out lots of isk donations to multiple unrelated accounts (i.e. not shifting isk between buddy accounts.)
No one cares of a newb gets their butt spanked and goes all EMO refusing to return.
Peronally, I've given out over a billion isk of my own setting up real life friends in this game and all they did was give up and return to WOW. They didn't even bother to give me their stuff (Just incase they want to return) lol.
Sigh .. there is just no accounting for people's tastes :)

eve is one of the few mmos that I know of that actually punish the buyer why go for a full ban when a wallet in the red could be a learnable lesson?
