I think I've fallen into a kind of trap. I built a killer Arbitrator early in level 2's and I've become dependent on it. I should clarify its a passively shield tanked Arbitrator (I know, never shield tank an Amarr ship)I've become dependent on. With no propulsion mod it tanks 310 dps of evenly spread damage. I'm nearly done with level threes doing 90% combat missions and I haven't found a mission to challenge it. I'm not saying if I didn't sit still and ignore them for 10 or 15 mins they might kill me but if I'm killing them, they haven't got a prayer. I mount nothing but salvage and tractors in the tops, all offense comes from my drones. If you believe eft 238 points out of tech II hammerheads. Its a missioning monster but level 4's are coming up and I don't thing my drones are going to break a battleship's tank. I've tried battlecruisers I took a Harbinger out and promptly got it popped on a mission I breeze thru in my Arby. My gun skills suck and I need better fitting skills for tech II armor mods but looking at eft I don't know if I can ever come close to the arby's defense with the Harbinger. It already out dps' my drones though. Of course before I was trying to run a repper cap stable, I can make some huge buffer tank fits but active armor tanking seems to elude me even playing with a max skill profile in eft.I'm far from being able to fit out a battleship.

If you like drones and want to do level 4s efficiently in a drone ship, you should train for either the Dominix or the Ishtar. A flight of bonused heavy drones is just fine against battleships in missions. The Amarr drone boats aren't great for level 4s as they can't field a full flight of heavy drones. |

While I like the idea of a heavier drone boat, those two are Gallente which would require a lot of cross training and leave me still with the problem of active armor tanking, I would consider cross training for a Mimnatar or Caldari boat if they have a heavier drone boat. |

The only thing Minmatar resembling a drone boat is a Typhoon, which doesn't have drone bonuses ( and is usually armourtanked, slot layout suggests it at least ). |

Harbinger is the gank BC, part of its defense is melting the offense, so solidly tanking it with early skills is tough - take a look at the bonuses to the Harbinger: reduced laser cap usage and laser damage. The Prophecy is the "tank" BC of the two, it gets armor resist and cap usage, maybe your style will have better luck with that?
So you really have only a couple of choices: move to improved gunnery and get into a real Harbinger fit (on the way to Amarr BS), skip BCs/BSs for now and move to Amarr Recons ASAP - Curse/Sacrilege (Arby hulls), or cross over to Gallente. Caldari and Minmatar have no real drone boats.

No. You can passive shield tank the Ishtar and Domi as well. The only cross training would be the ship skills then because you won't really need Hybrid guns. Not that I particularly like, what I perceive as, overpowered passive shield mechanics, but I have used it myself sometimes.
Those two ships would be the best way for you to go with what you say you want to do. |

Not really a lot of crosstraining at all. If you already have the drone skills, all you gotta train is the ship skills, since the guns are of secondary importance on those ships and you can ignore them for now and work on them later, after you are flying the ships. And yeah, as said above, they can be passive shield tanked just fine.

I'll agree whole heartedly that the Ishtar or Domi are the drone boats of choice for missioning, but the curse is also capable of running level 4's
If you want to stick with Amarr, the curse can be either passive or active shield Tank for missions. I use to use the Passive version on an old toon i no longer have.

Its extremely tight on fittings, so the faction stuff cant really be swapped out.

You could try a Myrmidon. You'd still have to do some cross-training, but not as much as you'd need for an Ishtar or a Domi. I did level 4's for 2 weeks or so in my passive myr, no problems. It wasn't very fast/effecient but it would get them done. You'll probably want at least some guns on them, just to cut the time down. I used autocannons to keep cap use to a minimum so I could run an AB.

Ive discovered the awesomeness of the shield tanked arbitrator for missions recently. Wow I love this ship. Im a new player, Im going to milk this golden yacht as long as I can. Ive been thinking about where to go for a level 4 ship as well. I was all set to crosstrain caldari and get into a drake/raven, as the missile skills will help me fly the sacrilege, and I need caldari anyway for sansha vessels . Now Im heavily considering getting into the Dominix. Decisions decisions |

I don't know if I'd take it into a lvl 4 but it looks like exactly what the OPs looking for... a passive shield tanked Amarrian drone boat for lvl 4 missions... which I took initially as a completely crazy request.

The bigger Amarr ships are all designed to be armor tanked disco balls of death. Using them as passive shield drone boats is a very bad idea. They can do it but without the bonuses they're much slower than a drone-only Domi (which is already one of the slowest BS missioners).
Either stick with 3s or cross-train Gallente BS to 4 and run a Domi with light, med, and Sentry Drones (I heavily prefer Sentries to heavies) because you'll get much better ISK running 3s than moving to 4s in the setups you're talking about. ***************
