I spent some time in jita with local on (as I was watching for wt's). And another sucker fell for the old "Give isk you get 10 times back" scam. Why does this always work - it pretty silly really. Are people this stupid (well possibly judging by the guy looking to sign up with a pirate agent or whatever)? Pretty depressing.
What's the success rate for the scam btw?

I've made more isk off of those guys than I've lost. I think I'm up to 5 mil now.

You see, people that can type coherent sentences and think twice before giving someone their hard earned money, are in fact, few and far between. I would say less than 1% of the populace. Those 1% represent at least 50% of active forum posters, and they tend to unite. Because of this phenomenon, it's often assumed that humans in general are not gullible, stupid beings. This assumption, as you might have guessed, is wrong.

you say "success rate" like it's possible to judge
you throw it out there in jita local, toss a few people a bone to get things rolling, and then you reel in isk by pressing ctrl+v
there's no way of knowing how many people read your message and dismissed it versus how many people don't have local open, so there's no way to objectively judge success

It's a greed thing.
The scam you've mentioned is very similar to the 419 scam (Advance Fee Fraud), where someone is offering you millions of dollars & all you have to do to get that money is send a Western Union Transfere of $200, which is supposedly a courier fee. Once they have that $200, you never hear from them again.
The vast majority of people are affected by greed in various ways. To many, the thought of getting all that money for virtually no effort is hard to resist. Personally I don't understand what exact kind of mindset you'd have to have to fall for that sort of thing, even alot of greedy people aren't that... gullible?
The success ratio would be something like:
1 in 5 people will read the scam pitch & consider it. 3 in 5 will send the person 1 isk & patiently wait for nothing in return The remaining 1 in 5 will just ignore it. 50% of the people that considered the scam will actually fall for it
So 10% is pretty high when you consider that there's new people joining EVE everyday, & that an increasing ammount of noobs are buying PLEX's to sell for isk, so they can afford that BS they patiently waited 25 days to pilot...

Funny, I tend to see it the other way round.
Before forums, electronic mailing lists and the Internet, you'd probably meet every stupid person there is in your immediate local area personally - be it amongst the people who lived on your street, who were in the same college as you, or co-workers.
Since it was so painfully obvious you knew such a small percentage of the whole population, it seemed like there weren't so many idiots out there. Depending on the actual amount of morons you'd met in your social circles, you'd either consider yourself lucky or not to live the life you have, and the only hint that there was a lot more out there would came from relatively vague sources, such as newspapers and TV and radio.
Now, with the Internet and forums, you stumble onto a good percentage of those idiots you'd never meet personally otherwise. If you're particularly out of luck, you'll even stumble on those very stupid people you do know in RL on a given forum or social networking site as well.
As I always say, it isn't that the Internet has spread bad grammar around all of a sudden, as some language teachers believe. Those guys who can't spell to save their lives have always been around - it's just that the Internet has put all of them in direct contact, as well as right under our noses. People we would never meet otherwise, for a myriad of reasons (some of them not pretty from a social perspective, some to our great benefit).
But i digress, back to YARR please.
