Declining every 4 hours made no difference today. I'd still get crap and then do it just to have a new crap mission assigned. Something seems a little off or I've been extremely unlucky today. Though i've played eve for quite a while and never had this happen. Anyone else notice this?

This morning I had to ****, so I did it. Then 15 minutes later I had to **** again. WTF? Has this happened to anyone else?

get an another or 2 agent near your system so that when u decline, u can fly to another agent for mission. If don't hve any L4 agents nearby, either do trading or mining for next 4 hrs..it will give u some isk

If you want crap missions, try a Mining division agent.
Which division does your agent belong to? Since I had the standing, my first Level IV agent I qualified for was for Tash-Murkon family. 9 of 10 missions were doing courier missions hauling dung or construction blocks or what have you. Allegedly I was supposed to get a 50/50 combat/other mission mix but it didn't turn out that way.
The main combat divisions are command, security, internal security etc. Even administrative agents give a reasonable mix of courier/combat. But personnel, archives, legal, and the rest just need need to have stuff picked up and delivered.
As you didn't elaborate, this may be your problem, or your agent just doesn't like your hairdo.

Posting to support the ridiculous nature of the 4-hour mission decline timer. Some things continue on pace throughout time with absolutely no rational reason for existing. ****roaches and the Republican Party are two more examples.

and what exactly is your point? mine, as it's always been on this issue, is that you are speaking of a balance issue. your side of the debate, the one supporting the timer, used to make the argument that everyone would just choose worlds collide. then it was AE and now i'm seeing several and different missions listed. all that says is there are missions people prefer collectively over others and CCP would do well to use that sort of feedback when they go to make changes to the mission systems.
but it says nothing for the logic behind the 4-hour timer. maybe there's a good reason out there, but i haven't heard it. your argument has been used and abused so many times it could fill its own forum, but it fails horribly at anything but attempting to defer the argument to an issue that is moot to the point of the timer.

The timers and "bad" missions are a restriction on income generated from Level IV missions, period.
PvPers already scream to bloody heaven that Level IV's are no-risk easy Isk generators for carebears (altho many have alts missioning to supply their expensive PvP tastes). Making juicy missions even more available would tip the scales too far in favor of Empire space dwellers.
The situation is rather easily gotten around, just work for multiple agents. But that means a lot of jumping about to other systems, doesn't it? What about a system with a lot of Level IV agents, wouldn't that be ideal? Any area that exists like this already has big problems with congestion, ninja salvagers, and various nefarious scavenger types. (I'm thinking somewhere in Caldari space that fits this bill precisely).
The OP really needs to to realize he's already participating in the most lucrative endeavor in Eve for a single player, and basically risk free to boot.
If you really got to make more Isk, put your trader hat on and get to work in the markets. You'll get real familiar with industrials and hauling stuff and making runs from here to there over and over and over and over............

So the timer is there purely to limit profits, but there's a way to get around it by using multiple agents. So they created a cap and then a loophole to get around it.
I guess that makes sense.. by way of the fact it makes no sense at all.

If you are only worried about profit then just decline the **** ones and take the standing hit. Or as the previous posters suggested. Find a system with a number of level 4's.

OP needs to do missions where multiple agents are easily available OR create (multiple) alt(s) to take out missions for main mission ***** char to run.
