i was told that slots 1-5 implants will help train skills faster. i got cybo trained and then someone in my corp gave me implants for slots 4 and 5. i am training mining barge 4 -> 5 right now, and it has been running for a while and still has 23 DAYS LEFT!! I have been told that this skill should not take this long. Why is it taking me so long to train this? my attributes are:
Intell - 11 perception - 9 (i just bought a 3rd implant that will add 2 to perception) Charisma - 11 Willpower - 5 memory - 14

With the basic and advanced learning skills to 4 (as well a 'Learning' 4), and +3 implants, the minimum any of your attributes should be is 17.28 ([5 base +4 +4 +3]*1.08 = 17.28).
Your problem as I see it is that you haven't bothered to train your learning skills. On top of this, your two lowest attributes (Per and Wil) are the two that are used to train the ship skills, which compounds your problem.
You have two possible courses of action:
1) Train your learning skills! I highly recommend doing this anyway, as it will speed up ALL of your skill training.
2) Remap your attributes to more favor Per and Wil. If you're a dedicated miner, this may not be the best plan, but it may also be worth it to drop down your Cha and spread the points more evenly among the other four attributes. ---

yea i think your right, i need to beef this up. what other skills should i be looking at next? i know all of them should get trained at some point, but which ones are the most important ones?

Oh and even if you don't have much ISK, invest on +3 implants for all attributes except Charisma (unless you are training CHA stuff)
Perception and Inteligence should be priority

Try making a new api and importing it.
Evemone can tell you the optimum learning skills to train in a given skillplan. So that even with the time it takes to train the learning skills, your overall time is still reduced.

Slot 4 idfor inteligence, and slot 5 fo charisma implants. Mining barge uses Perception and willpower to train, so those two you got are useles for that. You need slot one (green) and slot 3 (orange, redish?) implants.

hmm a couple of things.
I'm guessing you're a newer character and up until recently were under 1.6 mil skill points, so e mon would show the acceletared learning pace.
Post 1.6 mill your learning rate drops, check e mon again I bet you'll see a longer training time.
For learning there are a pile of posts on the exact formula's and such.
You need to look at the specific skill you're training it will give to the primary and secondary attribute for the skill.
For mining barge it's Perception and Will power. Because Perception is the primary skill improving it will raise your skill points / hour trained half as much as the will power will.
The learning skills you want to look into for this skill Perception boosters Spactial Awareness Clarity
Willpower Iron Will Focus
Then you want to look into getting implants specific to those attributes +1 to +3 implants have a low skill threshold to get into, the others take a while to get into so training up various other skills might give you more bang for your buck.
Mining Barge is also a 4 x skill so it takes 4 x the time vs a level 1 skill to complete.
Take a look at the skill guides and you can either trust eve mon or use the excel and the formulas to get your training times.

Thanks for the advice tho guys. I used my once-yearly remap and got some implants and i dropped the training time by more than 10 days!! _____________________ *warp drive acti...wait, where are we going?*

3M sp isnt that much considering your best option right now would be to create a new character and prioritise in inteligence and perception, this is a given for all characters.
charisma is pretty useless, use your remap to lower this as much as possible and pump the attributes into the above mentioned attributes.

Since you can remap now there is no reason to throw away your skill points. As a miner you shouldn't prioritise intelligence over memory as memory is the primary attribute for the industrial skills. I'd probably remap base attributes as Int, Per, Mem to 9 Will 7 and Cha 5. And as has already been said the learning skills help a lot, you should spend as much time training them as you can stand.
