Signature radius: This is an innate trait of all ships, and is basically how "big" the ship is to enemy sensors. A larger signature radius will decrease the time it takes an enemy to lock you, decrease your ability to reduce enemy missile-strike damage, and increase turret effective tracking and hit quality against you. Signature radius is increased by fitting shield extenders or shield rigs, and is only decreased by some ship hull bonuses, or halo implants.
Scan resolution: This is how much your ships targeting computer can "see" at once. Increasing scan resolution decreases how long it takes to achieve a lock on a target (you lock them faster). This may not sound very flashy, but large ships (say, a battleship) can take a long time to lock small ships (like an interceptor) without increasing their base scan resolution. As ships get larger in hull size, their signature radius increases, but their scan resolution decreases. This makes them vulnerable to smaller ships, which will maintain the first-shot and hard-to-hit advantages.
Turret signature resolution: This is the quality of targeting a turret has. Ships larger than this resolution will gain a resulting linear increase in effective tracking, while ships smaller will gain a corresponding decrease in tracking. There is no way to impact turret scan resolution for better or worse.
Missile signature resolution: This operates similarly to turret signature resolution, but it directly impacts damage instead of your chance to hit. Targets with a larger signature radius than the missile's will have difficulty reducing the damage taken; targets smaller than the missile will find reducing impact damage relatively easy. It is not possible to increase missile impact quality like it is with turrets - 100% damage is the maximum possible.
