My corp just put up a high sec POS for research, so I've been scouting out the system to have a look at our neighbors. Much to my surprise a good number of the other POSs are offline, at least I think they are. The tower and all the mods for it are simply anchored, not online, and the shield isn't up.
How would this have happened? Did it run out of fuel? Would it be possible for somebody to steal it without first war-decing the owning corp?

If it's offline it ran out of fuel plain and simple.
You cannot take anything which is anchored, you can take items which are unanchored only.
The only way to get rid of the POS is to war dec the corp and blow it up, once you have blown up the control tower all the other structures will become unanchorable and at that point you can "steal" them.
If you cannot war dec the corp (because it's disbanded or closed) you can petition a GM to remove it, but there's a big backlog in petitions atm so don't expect a quick response. --

Not really...
There are people that offline them when they no longer need them so save fuel costs or to keep the moon for future use.

If it was me I would leave the control tower up and offline but certainly not all the structures as well. --

Can't you assume control of an offlined POS in wartime, then unanchor it and haul it off?

Wow. That's got to be a design oversight. Wasting an unguarded resource like that is totally senseless. At least they could make the option available via trainable skills like faction encryption methods, higher level anchoring, industrial espionage, etc. BTW, what's the "assume control" option for on a control tower menu anyway?

You can take control of POS guns - see a video of it here in action (well shooting at a lone dread as a test ) --

POS and POS-mechanics are in deep need for an overhaul.. but tell that CCP in their feature and ideas forum. Or better.. bump the 3 year old topic there about that matter once in a while ;)

Destroying towers is a good isk-sink. It was a sad day economically when they allowed POS modules to be un-anchored rather than destroyed.

True, but then again if you have the patience to sit there for a few hours/days taking down a large tower then you deserve the rewards.
