Starting to Minmatar mission, where to start? What are the best Minmatar corps to increase my standings with? What are the best L1, L2, L3 and L4 agents? My goal is to increase my standings so that I can run L4s and use jump clones with that corp.

You can start with Brutor Tribe in Rens and its neighbour systems. None of its agents has a great quality, however there are many of them. Therefore you will have a wide selection of missions.

Sebiestor Tribe has Q18 LVL4 kill mission agent in Hakeri. Now low sec nearby. Under 100 pilots at max.
It also has great Q18 LVL3 kill mission agent in Eram.

You may consider Republic Fleet, who have a reasonable selection of decent agents.
However, if you want to be more mobile and move to different empire space occasionally then Republic Security Services have agents in (I believe) all 4 empires. This can be useful later, when you've got 8.0 standings and you're buying jumpclones.

Make use of the EVE Agent Finder site.
Best bet for the mission grind is the Pator/Lustrevik area, there are level 1, 2 and 3 agents for RSS and Republic Fleet in that region.
There is a level 4 agent for Republic Fleet in Emolgranlan.

Republic Security has some nice agents. They also have the advantage of having agents in other empires. I've used them in Amarr and Caldari space in addition to Minnie.

As they ( Republic Fleet ) do have a number of agents available with right standings, they don't have any storyline agents in high-sec. Should be considered if you want the standings raised, for both faction and corp when working towards a 8.0 standing. I used them ( RF ) when grinding up to 8.0, did 14-15 mission in high-sec. Then used another lvl 3 agent in low-sec to finsish that series off. Luckily enough the storyline agent was based at the same station, so no added jumping around in low-sec except for the final missions. Then back to hig-sec for anothor round of 14-15 missions.

I'm not sure what you went to all that hassle for.
Run missions for Vir Honn of Republic Fleet in Emolgranlan, and you'll get your storyline missions from the nearest storyline agent in the same constellation - which in Vir Honn's case happens to be at the RSS facility in Pator.
You get a storyline mission when you run 16 missions of the same level. So 15 level 4 missions, 15 level 3 missions, you'll get a storyline on the next level 4 and the next level 3 mission that you run, regardless of order. The storyline will be the same difficulty level as the misson series you just completed.
Yet another reason that Emolgranlan is so popular: it's a 0.5 system, Vir Honn is a Q18 agent, there's an ice belt in system for the times you're playing from the office, the entire constellation is hisec, and the only neighbouring systems are Eifer (a 0.4) in the next constellation, or Ammold in the other direction.
Missions taken in Emolgranlan will mainly take place in Emolgranlan or Ammold, with the occasional mission in Pator or Isendeldik.

There is a system called Ualkin, it has 11 quality 20 lvl 4 minmitar agents.
There are also some lower lvl agents to get you started.
If you run the storyline agents, it won't be long before your faction standings are high enough to run all Minmitar Corps missions. Also your Gallente standings will go up too.

Only did it for the sole purpose of getting the corp standing raise while doing a storyline. Got me to that 8.0 standing needed for the clone possibility. For doing lvl 4's with Vir Honn, i'm on my way, just waiting for some skills to add up. Beside him, i've another set with RSS i'm going to try out.

Seconding this. There's also a decent market hub in the area, Hek. This area is also < 10 jumps to Rens.

Just to re-emphasize the good advice that's already been said, Brutor Tribe if you want more of a hi-sec oriented set of agents with a little more variety in mission types. Go Republic Fleet if you want combat missions and a little more risk due to the fact they have more agents in riskier locations.

Personally, I work for the Minny Justice Department. I have a "legal" agent in Lustrevik with a Quality of 19. My effective quality now is like 24. With good social skills I get 5k lp on the good missions. It is a kill mission agent.
However, I started missioning before there were level 5s and there are NO L5 agents to work up to in Justice department. So if that's something you want to do I would go with Rep Security or Fleet.
