hello chums cat here
lol this thread is not suits you wear lol but i was wondering earlier what else could be done about pirates and criminals in eve and i had an idea
maybe if someone committed crimes against you you could pay concord a fee and they could put restrictions on the criminal like charging docking fees at empire stations and maybe more taxes this would be after a chance based 'trial' of the criminal that lasts maybe two days or something visit my blog for my adventures

Might i sugest actualy spending 2-3 mins on an idea just thinking about it before you go to the forums and embarace yourself.
how could concord enforce this, unless its in concord stations, thats like the police charging you an entry fee to macdonalds because you got caught speeding and havent paid the fine. I honestly don't know what's worse, troll alts like the OP or people taking them seriously. Especially when faking GM replies in their sig.

What would be better is the ability to pod kill without sec standing loss any "criminal" that enters, say, hi sec space 0.5 and above. Since the bounty system is broken this would have the added advantage of at least the inconvience of a "criminal" having to use an alt instead of creating havoc thru the use of various other game mechanics and the full use of his "criminal" clone.

Now if the bounty system would actually work as intended (and not be easily sidestepped by having an alt or a friend pod an implantless jumpclone to claim 100% of the bounty), then it would be just peachy.

I support:
- CONCORD applying a flat tax of 10% on all transactions that take place in systems where they act as security (hisec). This tax affects everyone who deals in these systems. It is taken in from market transactions, factory/research slot rentals, mineral reprocessing, bounty payments, even mission rewards. All this tax is then used to pay for CONCORD's presence and services, and it doesn't matter if they've ever come to protect you or not. This new tax applies on top of any empire taxes and fees, and cannot be mitigated by skills.
Note: In every other area of EvE, the occupants are full aware on what cost they have to pay to remain secure. We have to make allies and friends, pay mercs and payoff pirates, or work double time to keep those systems safe with boring gatecamps and patrols. The BIGGEST issue between hisec occupants and the rest of EvE, is the free security they receive.
- All insurance payouts for aggressors is nullified. That's right, if you attack another ship and CONCORD destroys you, YOU RECEIVE NO INSURANCE. Victims and war parties still receive payouts.
- CONCORD develops new mechanics so that, if you steal or attack another person, they don't just blow you up. They also stasis/web any wrecks in the area (including your own) as well as your pod, and hold all these items for a period of time (dependent to the amount of damage you did to your opponent, isk-wise). This 'imprisonment' cannot be avoided through logoffs, reprocessing of that character, and you will be forced to continue it when you log back in.
- CONCORD is reverted back to it's tankable state. It is no longer considered an exploit to avoid CONCORD, though they are far more difficult to tank than empire navies, and respond much faster.
- Empire navies patrol, much like CONCORD, in losec, and respond to crimes. However, due to their finite attack patterns and their ability to be tanked, as well as their slow response times in lower sec, this means your 'security' is not guaranteed by any means.
- Criminals gain 'record sheets', where their criminal history is kept recorded and marked. The longer a persons crime record, the higher the danger the government holds him. CONCORD has a different record list than the Empires, and while CONCORDS records apply to ALL hisec, Empire records only apply to THEIR hisec and losec. Committing a crime in losec does not make you a crime to CONCORD, just that Empire, thus an individual can be a respectable Minmatar citizen, but pirate in his part time in Amarr losec.
Just a few. Also would introduce a lot of new skills, modules and mechanics to allow criminals who invest much training time and SP into their profession, to actually be more adept. The theory is, more harsh punishments, but more opportunities to commit crime. The good criminals get a decent chance to continue what they do, the bad ones (ala suicide ganker alts) end up getting fined and destroyed.
