1. Ive read diffrent opinions about standings. So do i need standings to put up a POS in 0.3 system?
2. If i have an assembly array , can i make ships etc. whitout any skills?
3. Does Moon harvestin require skills, and what kinda ores does moon harvesting give?
4. If i learn ice mining and mine ice. after ive done do i need any skills to refine it in station or at POS. Or can i refine it whitout any other skills?
5. Do i need anything else if i want to run a POS, lets say i will have an Ship array, Module hangar, assembly array, and turrets, does it require some other structure to be able to run em all?

Please post location of your short-lived POS.
Can you not read the skill descriptions? Frigate CONSTRUCTION (2)? Cruiser CONSTRUCTION (5)? Battleship CONSTRUCTION (8)? etc...
Perhaps you need more learning skills....
Ask yourself this: Do I need skills to do ANYTHING in Eve?
Of course not! So fly that Titan to pick up your POS and anchor it in .9 space to mine the Moons of Mies FTW!

2. There are no specific skills to using an assembly array, you will however still require the skills attributed to the Blueprint you are manufacturing from. You will also require certain roles (unless you are CEO or Director level).
3. No skills to actually use the harvesters you will just require the anchoring L1 to anchor the structures themselves. Moon harvesting ores are using in T2 manufacturing.
4. Having Ice Processing L1 will mean the POS refineries will refine at 100% return. In stations you wont get that unless you have standings with the station owner.
5. Apart from the obvious Control Tower no. Training Starbase defense should really be a must for all POS owners as that will allow the ability to "man" the POS guns.

1) As far as I'm aware, you only need standings in high-sec 2) Ideally you will have production efficiency to at least level 4 to minimise waste (5 is preferred) and mass production as high as you can, to maximise the number of build jobs you can perform. You will need at least anchoring level 1 and upto level 3 for most POS mods 3) No skills required other than anchoring. There are 20 different moon materials, this sitewill show you what you can do with the materials. 4) You will need the refining skill, but to maximise your yield you will need to train ice processing, which has some pretty hefty pre-reqs. 5) You need to use the right kind of tower with enough CPU and Powergrid for the items you want to run. A medium tower uses twice as much fuel as a small one, and large one uses four times as much, so factor in your fuel costs. Use My POS to work out what tower you will need to run your mods, and how much fuel it will consume.
Running a POS, especially a large one, is a huge pain logistically. Fuel is very bulky and running it through low-sec is always going to be problematic, unless you have a scout. It's not something I'd recommend as a sole endeavour.

Also note that if you're building ships at a ship assembly array, you need a ship maintenance array close to it if you want to assemble and board the ships you build.
No specific skills are required to do the building, but having things like production efficiency are still pretty much necessary for efficient building. That said, if you're building stuff in a low sec pos, I'm guessing you're probably not bothered by efficiency and more a necessity.
Turrets and other defensive items are pretty much a must, even if it's to deter prying eyes.
You also need anchoring 2 (3? I always forget) to anchor all the different forms of POS mods, but then you should probably get it to 5 so you can get starbase defense management to man the pos guns

Unless you can fit the ships you're building in a larger ship you can fly. (If you can fly a freighter, that's most ships except other caps).

Anchoring 3 is required for EW mods other POS mods only require 2 or 1.

I thank everyone for their help. I will now start to see what ive got so far and what i need to train more.
