My friend was thinking of returning and asked me to post this form him.
He hasn't ran missions in a few years, and wants to know what the best level 4 mission ship is now for Caldari, he specs in missiles used to use a raven (and I think a navy issue raven at some point)

its the old Drake Vs CNR question
to be honest since the missile nurf i find the Drake to be more effective to solo lvl 4 missions but this might just be my playing style and a solid mission fit would be somthing along the lines of:
7 x T2 heavys - 1 x slavager (to act at a heat sink if needed) in highs 2 x T2 large extenders 4 x T2 mission specific amps in meds 2 x T2 BCUs 2 x T2 SPRs in the lows 3 x shield purgers for rigs 5 x mission specific T2 Light drones in bay
carry mission specific ammo (faction for harder missions) and he should be good.
its a lot cheaper and just as good (if not better) than a CNR fit for 4s, also a good bonus of being fully passive is that if running in a team with active tank pilots they can take your cap to help there tank

The only area that may end up being fail is the issue of crappy DPS (a Drake problem since forever). The drake doesn't finish the missions as quickly, but if you want to run lvl 4s on a budget, it ain't a bad choice. It also has the advantage of being a operationally simple setup, if you are reasonably careful and don't aggro absolutely everything in the room you will be fine with that setup.

It's a fail not because of the Drake itself (it's a decent passive Drake setup), but because he's comparing that Drake fit to a CNR. Since the OP was looking for the fastest way to run L4's, a passive Drake ain't the answer. The CNR wins that one hands-down. An active Drake is better than a passive Drake, but still not as fast as CNR.

I think the question more comes down to CNR vs Golem.
But if he was good with a raven when he left he should be good now, of course if he left before the new missiles skills then he has a few things to train but not a massive amount.
If he left before tech 2 missiles and launchers then he has quite a bit of training for some of the more popular setups, however faction fits seem to work ok (not for the golem it needs tech 2 missiles)

Well drake vs CNR. hmmm. CNR would run 2-5 lvl 4's in the time you would run 1 in your drake.
If we are talking CNR vs Golem, the Golem wins. But then again CNR base price is 250-300M right now. Golem is 800-900m. Properly fitted CNR is going to run about 1.2ish bil. Properly fitted Golem is 2.5-3ish bill. I have never seen a returning player that didnt know what ship to run lvl 4's in have that kind of cash just lying around.

Well if he was high standing mission runner, he most likely had R&D agents, when i left the game i had 2 charactesr running 5 agents each.. Trust me i had that kind of isk when i came back...

Missioning, CNR wins. Golem is too much of a cost...
Drake is great, but only for a few level 4's. Everyone is right when they said DPS is the problem.
Use the CNR, it's Eve's best missioning boat...via lazy pilots that is, click, locked, missiles fly away!!! Target Paint Cruisers, Drone Frigs, and use a shuttle for Recon mission.
If you are UBER lazy, use the same setup as a Drake on a CNR, it's identical, but more DPS output.
Rigs Shield Purgers Highs 7x Cruise Missiles + 1x Tractor beam*1 (getting loot) Mids 2x Large Shield Extender + 1x Shield Recharger Mids 2x Specific Hardeners + 1x Specific Hardeners Lows 3x Shield Power Relay (For harder Missions*2) 2x BCU
*1) You can replace Tractor beam with what ever u want. *2) Mix the BCU and SPR to up and down ur tank/DPS.
It's not the perfect build, but good for lazying level 4's ^^
