I believe the consistent wormholes are the rule rather than the exception.
We are now set up in a tier 5 system which consistently spawns N432 wormholes to 0.0 (and on one occasion into lowsec; also it on one occasion had 2 N432 wormholes at the same time) and also consistently spawns C247 wormholes to tier 3 W-space.
The tier 3 systems next door have invariably had wormholes to lowsec, and when these wormholes have collapsed an identical name WH has always spawned elsewhere in system, to a new lowsec entrance/exit.
Incidentally: this is the first W-space system we have found so far which re-spawned mag and radar sites since we have had a POS inside. After completing 2 radar and 1 mag sites on friday, a new radar and mag appeared yesterday.

Not that i have tried but i would suggest,
1) 1 mid tower maybe small 2) Corporate hanger 3) somekind of defence
But you Orca will supply base re fitting, so you dont need Ship maint. also fuel will be with out strontium Clath. when no cap ships will enter to force a reinforced mode or??

In terms of POS setup, I can go into a bit of detail without messing up our security too badly.
A mid tower is ideal, as it supplies a good amount of CPU - enough to run a polymer reaction in most cases. Since fuel is a limiting factor, faction POS (Guristas, Shadow etc etc) are incredibly useful due to their decreased fuel consumption. An ammunition assembly array is quite useful, especially if your fleets tend towards the races that use ammo at a ferocious rate. T1 mins can be hauled in relatively easily, or you can mine on site and refine in a Medium Intensive Refining Array (this is a pain to do). T1 mins are also needed to run polymer reactions.
A corporate hanger is necessary, as is a ship maintenance array. While the orca provides refitting services, and a ship bay, its capacity to do either is quite small, and requires that the pilot be logged in, or the Orca be left unpiloted within the POS. This is a royal pain. It is worth noting that alliance members still cannot use corporate hanger arrays, other than as item drop boxes. If you are working between multiple corps, you will either need multiple POS, or GSCs, or have them ganged with a refitting ship to provide services.
Defenses are something that should be emphasized. We've come across a number of POS-wreckages throughout W-space. Primarily finding guns still anchored, in hull left at an empty planet. POS do get destroyed in W-space. The assumption that because dreadnaughts cannot readily reach a tower does not mean that a dedicated battleship gang cannot destroy the tower with enough determination. It was done before dreads were in the game, and it is being done again with increasing frequency in W-space. If you lose the tower, you lose all your stored material, which would presumably include your sleeper loot.
Likewise, a measure of strontium should be mandatory. Unless you plan on having pilots logged in and active 24/7, it is quite possibly to knock down a tower relatively quickly. A small corp could log in to find nothing left, and indeed several have. Strontium presents a barrier to that. Twenty hours of reinforced mode will exceed the lifespan of the majority of wormholes. Few players are comfortable allowing a known route to expire. Fewer still are willing to hang around that long in a hostile system for whoever owns the tower to log back in.
