Genetic Disorders and assorted Illnesses that go along with them or Birth Defects caused during Embryogenesis development are commonplace in Latinamerica, add to that Hormonal irregularities and endocrine diseases due to several obscure or not well known happenstances, plus drug use and abuse and a plethora of below average living conditions for the common folk and you get a wide mix of occurrences here.
Almost anyone here knows anyone wtih Down Syndrome, Lack of appendages, extra appendages, Hirsutism, Thyroid Issues that cause "bocio" , extreme swelling of said appendages, elephantiasis, spina bifida and I can go on and on.
Remember also that down here we have a plethora of insect transmitted diseases that are unknown in most of the north, plus cases of rabies and a lot of people that go untreated for as long as they can , even producing offspring of their own despite their physical impediments or because of it. Bear in mind too that we have down here also pockets of isolated communities scattered across the continent that practice strict marriage policies, diminishing their gene pool for cultural-religious norms, not unlike the Amish in North America.
Where I am from in Venezuela, there still exists a remote fishermen village that was studied for years by several geneticists due to the occurrence of Huntingtons Disease for example
Honestly, when I see it from this perspective, if the Marvel Universe was real, most mutants would come from LatinAmerica, Africa and India.
Even I suffer a genetic disorder of my own, and here I am still. I think LatinAmerica is a strange country full of surprises, no NUKES here, just BIO Weapons of High Calibre and a lot of strange genetic extremes.
