Anyone planning on creating a science/industry alt in the near future should hurry up and roll them before Apocrypha hits. Here's why:
For those who do not know, attribute remapping on sisi was updated a while back so that preexisting stats below 5 no longer need to be raised in order to remap. Therefore, all that will soon matter for an S/I character is the number of points which can be allocated to int/mem, and thus any point below 5 in any other attribute will effectively be a 'bonus point' to int/mem. With this in mind, I compiled a list of the bloodlines which effective M10 will have an absolute advantage over all new chars in terms of potential training speed:
*Vherokior - 3 attribute points *Amarr - 3 attribute points *Achura - 2 attribute points *Intaki - 2 attribute points *Gallente - 1 attribute point *Ni-Kunni - 1 attribute point
So a pre-apocrypha Vherokior will be able to train int/mem skills at 90 sp/hr faster than any min-maxed post-apocrypha character.
Better start pumping out those Amarr-Amarr alts!

I would like to make alts to specialize in: -mining/refining -hauling (maybe the above counts towards this?) -suicide gank cruiser -suicide gank destroyer
Anyone have a good startup build for those chars? I'm still new but I want to make the alts asap due to the rework coming soon.

You have to subtract any attributes other than int/mem which are ABOVE 5, since after the patch you'll be able to allocate that to int/mem.
Even the achura are better off, they have to put 2 points into charisma, but they can take their 6/7 will/perc down to 5, a net gain of 1.
Do the math again on the others if you feel like it.

Long story short, post-M10, you will be able to have 15 mem and 9 int or 9 mem and 15 int (or, if you prefer, 24 points in any combination of mem/int).
Right now, the best you can get (with +3 mem and +2 int custom points) are: 14 mem 10 int with Gallente Intaki Reborn (sum of 24 - on par) 14 mem, 9 int with Caldari Deteis Merchandizer (sum of 23 - worse) 14 mem, 9 int with Minmatar Vherokior Retailer (sum of 23 - worse) 9 mem, 14 int with Caldari Achura Inventor (sum of 23 - worse)
So, no, you don't get any advantages whatsoever on pure int/mem skills.

Personally I don't care which way they fix it, but it seems silly that you can have chars created before M10 that will permanently be better. (even if I have some). They realistically should either allow you to redistribute below 5 base points, or force everyone up to 5 base points with a forced (but you choose) redistribution.

On the other hand of course, that may come with some other condition, like only on one attribute, and a maximum or some such. I'm not looking for the ultimate min/max setup here, just equity. CCP have no doubt decided a min attribute of 3 + the rest of the redistribution is not particularly balanced.

Thats part of the dev notes on the change - to make these decisions easier for new players to not have to worry about.

is there no one else planning on balancing out their attributes cause when they started they were stupid and chose an extremely unbalanced attribute distribution?

I think I will get back a point of Charisma on a couple of chars. Fortunately I didn't throw too much in there. But regardless the minimum charisma when I started was 6, now it will be 5, unless you're an already built Achura (which I have one of) where upon your base charisma will be 3. Thus unless you're specifically devoted to Percep/Willpower or Mem/Int, an Achura you carefully build now, will be a better all-rounder.
Which is really silly IMO.
Some of us old timers were stuck with higher charisma, and you finally get a chance to fix that and they close off forever the path to get what younger players have, and newer players can never have.
Not mind you that it is really that annoying when you're used to spending months waiting for the next skill to finish anyway.
