one thing you got to watch is the potential nerfbat. You have also got to look at the cross skill training. If you go amarr you are left with pretty sucky hacs and a curse thats gonna be nerfed with its nos soonish. I would advise going minmetar....

probably an arazu. you can hold him indefinately and if you catch him mid mission he wont be able to defend against the rats or you. You got the added advantage of him not apotting you getting in range.
