The "best" depends on what you want to get from an item. For example, is the best shield booster: 1) The largest amount repaired 2) The lowest cap used 3) The fastest cycle time Depends what you want to achieve.

I concurr. It's pretty much random. It is however modified by CCP's patented mind probe that works out what mission you really don't want, and what solar system you don't want to run it in, then gives you exactly that one!

Thanks for the replies. Seems like it must have been random bad luck. I thnk almost all L4 important missions gave me at least a +3 and sometimes a +4 implant. It's just a bit crap that the special "one in sixteen" mission gives me worse rewards ...
