The law enforcement you see at gates and stations is normally not CONCORD but rather Faction Navy, Faction Police and/or Customs.<br /><br />As for why nobody told you that this might happen, before you shot your victim you got a non-suppressible pop-up message that detailed what would happen if you carried on with your attack(?)<br /><br />Erlendur S.       <description><![CDATA[if you are in 0.5 or higher systems, CONCORD will <b>always</b> respond to acts of aggression. There's actually a warning message displayed that can't be suppressed while in those systems that warns you of the legality of your attack in Empire space.<br />]]></description>

      <description><![CDATA[I attacked my first PVP target today in an asteroid belt.. I thought I was safe there, because there were no Concord around, like there are at bases and stargates.. so I was killing this guy, and then out of nowhere 6 or 7 concorde ships magically appeared and killed me. Why doesn't it tell you anywhere that this kind of thing will happen? I honestly had no idea, because it makes no sense at all. I thought concorde would only attack me if I attacked someone and then went near them, like at gates etc..<br /><br />arh :(<br />]]></description>
